Just as all the small streams in the world first disperse and then gather, so too, in the essence of the Sugata, all the inconceivable varieties of vehicles first disperse and then, through realizing, gaining conviction, and manifesting that state, they also gather. In short, when the ground is not pointed out and is mistaken for the appearances and mind of samsara, all the play of form, wisdom, and qualities in the inner radiance is spontaneously and naturally complete, without any deficiency, and therefore it is known to all the wise and accomplished ones as the "Great Perfection of the Ground of Abiding." The second part has two aspects: how the vehicles from Anu downwards are arranged to complete the path of Dzogchen, and how to show the unerroneous self-path of Dzogchen.
