In connection with the context, when abiding in knowledge and properly receiving the Bhikshu vows, nine minds arise simultaneously. Because in that place there are seven form dharmas included in the Bhikshu vows, as well as non-greed and non-hatred. Therefore, it is said that that place is included in Dhyana. Those abiding in the Dhyana included in the consciousness corresponding to the knowledge of exhaustion and non-arising, nine minds arise simultaneously. Even if the Bhikshu vows are not properly received, one should think in this way. Because in that place there are seven included in the undefiled vows, as well as non-greed, etc. Saying "included in Dhyana" is to distinguish it from being included in the formless. Those arising simultaneously with ten minds refer to other virtuous consciousnesses that are different from those corresponding to the knowledge of exhaustion and non-arising. Is it that at all times, those abiding in the desire realm and the form realm, do forty minds arise simultaneously? It is not so. Then what is it? Only when the Bhikshu vows are properly received. Saying "except for the knowledge of exhaustion and non-arising" is because the principle of the nine minds has already been explained. In connection with the context, "all minds arising simultaneously with Dhyana and undefiled vows" refers to arising simultaneously with ten minds. For the time being, this is determined by the paths of action included in the precepts. Saying "corresponding to other minds" refers to corresponding to unwholesome minds and neutral minds. Saying "properly receiving one branch of abandonment" refers to when properly receiving one branch of abandoning killing or not giving, only one mind arises simultaneously. Saying "when properly receiving two or five branches," when properly receiving two branches, then five minds arise simultaneously, namely three mental actions and two physical and verbal actions. When properly receiving five branches, then eight minds arise simultaneously, namely five form dharmas and three mental actions. Saying "because there are eight mutual obstructions, it is harsh speech" refers to the hell of unbearable suffering.

Those hell guardians scold the beings in hell, and the hell guardians also scold the beings in hell, or the beings in hell scold each other. The term "coarse-minded" means that they are overwhelmed by the feeling of suffering, because there are no pleasant things. Because there are no objects to be attached to, there is no practice of greed from the perspective of manifestation. Because the result of karma has manifested, there is no wrong view. Because consciousness is declining, there is no lying. Others say that because they only perceive it as permanent, there is no lying there. The term "because of that" means that there is no divisive speech because there is no need. The term "because it is always separated" indicates that there is no object there, so there is no divisive speech. Because there is no self-grasping, there is no greed from the perspective of manifestation. Because of peace and the complete absence of objects of torment, there is no malice. Malice arises from the power of cause and the power of condition, but neither of these exists there. Therefore, there is no manifested malice. Because there is no sinful thought, the six sins, such as killing, are absent both in terms of possession and manifestation. Because it is certain that there is no birth before form in the desire realm. Furthermore, because life is fixed, there is no killing. Because there is no complete possession of property and women, there is no stealing and sexual misconduct. Because there is no need, there is no lying, divisive speech, and harsh language. The question "How are these impure conduct?" is thinking about what if there is no complete possession of women. Regarding "also from the perspective of manifestation," the word "also" is connected to "there is also no from the perspective of possession." The statement "Among animals, hungry ghosts, and gods, there is only non-restraint" means that only humans are considered to have non-restraint, but others are not. The statement "Among humans, there are also those included by non-restraint," etc., indicates that there are also cases other than non-restraint.
