Because one has become old and does not have the vows of a layperson. This is not what is desired. So what is it? It is that by abandoning the vows of a monk, one becomes a novice, and by abandoning the vows of a novice, one becomes a layperson. Some say, how can one obtain the vows of a monk without having taken the vows of a layperson and a novice? Others say that it can be obtained. Like this, if one takes full ordination without having been a novice, then it should be said that one has taken full ordination well, as it is quoted from the Vinaya. Therefore, it should be known that the vows of a novice can also be obtained without the vows of a layperson. According to their view, if a monk later generates the vows of a novice, a layperson, and a near-dwelling, it can also be obtained. A novice can also obtain the vows of a layperson and a near-dwelling. Whatever is said there, it is based on those main vows. Furthermore, why are dancing, singing, music, incense, flower garlands, and ointments divided into two for a novice, while they are divided into one for a near-dwelling? It is to show ease to those householders who are lazy because they think it is too much, so only one is established, just like showing the basis of training to the son of the Vriji. The meaning of 'placing those with unequal actions properly among sentient beings' is that those who commit evil are treated unequally. The wise ones are the Buddhas, solitary Buddhas, and hearers. 'By means of manifestation and minds,' non-manifestation is done by manifestation and mind.
