It is for this reason. If all other noble paths are the same as it, why is it that only the path of seeing is called the Dharma wheel? What does "shen" mean in these? Is it because of one's own will, scripture, or reason that the path of seeing is said to be the Dharma wheel? This is not out of one's own will. Then what is it? It is widely spread as "Arya Kaundinya" and so on. The sutra says: The venerable Kaundinya knows all dharmas, and the yakshas on the earth utter sounds and sing along. From the widely spread content, the Blessed One turned the Dharma wheel three times in the Deer Park at Sarnath in Varanasi, with twelve aspects. Because the sutra says that the Dharma wheel was turned three times with twelve aspects, there is the question: How is it that it is turned three times and has twelve aspects? The so-called three turnings of the Dharma wheel are: This is suffering, the noble truth, this is one turning of the wheel. It should be fully understood, this is the second. It has been fully understood, this is the third. Just as the statement about suffering, one should also understand the origin, cessation, and path. This is the origin of suffering, the noble truth. It should be abandoned. It has been abandoned, combine it like this. Similarly, cessation and path should also be stated. The so-called each turning of the wheel is: This is suffering, the noble truth, the eye has arisen. Knowledge, wisdom, and light have arisen. Similarly, for what should be fully understood and what has been fully understood, there are also four aspects each. The same should be stated for origin and so on. Thus, because each truth has three turnings of the wheel, there are twelve aspects, wouldn't it be twelve turnings of the wheel and forty-eight aspects? Although it is true to say so, because the dharmas in groups of three are the same, and the dharmas in groups of twelve are also the same, it is said that the Dharma wheel is turned three times, with twelve aspects.

Regarding the statement "skilled in two things and seven places," the skill in two things has been extensively discussed, as stated in the sutra: "Monks, I will teach you two things; listen well and keep them in mind." What are the two things? It is what is taught from "eye and form" to "mind and dharmas." Similarly, regarding the skill in seven places, it is to fully understand the true nature of form, the arising of form, the cessation of form, the path to the cessation of form, the taste of form, the escape from form, and the faults of form. Feeling, perception, volition, and consciousness are also the same. These repetitions taught in the sutra indicate that the paths of seeing, meditation, and no-more-learning are taught in order. How is it done? From "This is the noble truth of suffering" to "This is the noble truth of the path leading to the cessation of suffering," the path of seeing is taught. From "The noble truth of suffering is to be known" to "The noble truth of the path leading to the cessation of suffering is to be cultivated," the path of meditation is taught. From "The noble truth of suffering is fully known" to "The noble truth of the path leading to the cessation of suffering is cultivated," the path of no-more-learning is taught. If these three repetitions teach the paths of seeing, meditation, and no-more-learning, then there would be extensive elaboration only on the path of seeing. If there are three repetitions only on the path of seeing, and not twelve aspects, then what is it? It is for all paths. Why? Because the first repetition explains the path of seeing, so it is one repetition and four aspects. But it is not three repetitions and twelve aspects, so how can this be established as the wheel of Dharma? Because the wheel of Dharma is established by three repetitions and twelve aspects, it should not be established in this way. Therefore,

That category of land is also the Wheel of Dharma. Although it can have three repetitions and twelve aspects, it is not the path of seeing. Among them, this category of Dharma is that the Blessed One resided in the Deer Park at Ṛṣipatana (Sarnath) in Varanasi. Then, the Blessed One spoke to the five ascetics: "Monks, this is the noble truth of suffering. For the dharmas not previously heard, through proper attention, the eye is born, wisdom is born, and understanding is born. This is the arising of suffering, this is the cessation of suffering, this is the noble truth of the path that leads to the cessation of suffering. For the dharmas not previously heard, through proper attention, the eye is born, knowledge is born, and wisdom is born." Therefore, the noble truth of suffering should be fully known through direct perception. Thus, for the dharmas not previously heard, through proper attention, the eye is born, etc., as before. The noble truth of the origin of suffering should be abandoned through direct perception. For the dharmas not previously heard, through proper attention, etc., as before. The noble truth of the cessation of suffering should be realized through direct perception, as before. The noble truth of the path leading to the cessation of suffering should be cultivated through direct perception, as before. Whatever is the noble truth of suffering, it is fully known through direct perception, for the dharmas not previously heard, etc., as before. The noble truth of the origin of suffering is completely abandoned through direct perception, as before. The noble truth of the cessation of suffering is realized through direct perception, as before. The noble truth of the path leading to the cessation of suffering is cultivated through direct perception. For the dharmas not previously heard, through proper attention, the eye is born, knowledge and understanding are born, and so on extensively. The so-called reason for repeating the truths three times is that from suffering to the path is the first repetition. The so-called should be fully known, should be cultivated.
