Because it has been extensively explained as "only that" (pa kho na'o). Saying "another thing is slightly permanent" means that there is an understanding like the cessation that is individually sought from ignorance and so on. Saying "arising is the nature of the conditioned" means that these three are the nature of the conditioned, that the arising of the conditioned also appears, which is extensively explained. In saying "another thing is permanent" and so on, that which does not arise without what, that is its nature, but since arising is permanent, the absence of a thing is also present in the state of the thing not existing before and not existing after destruction, that should not become the nature of the thing. Also, like space and so on, because it does not belong to time, it should not become the nature of belonging to time. Also, like being in another state, because it is the nature of the conditioned, birth should not become the unconditioned. Saying "arising is called birth" means that it is the tenet of the Sutra School, the nature of arising from the unarisen. In that, how do ignorance and so on, like the goer, juice, and dye, have a relationship with the nature of the agent and the action? Thus, if the arising of ignorance and so on becomes related, then accepting that dependent arising is permanent, it is extensively said, "What is the relationship between this and ignorance and so on?" because there is no relationship of the nature of action and agent. Also, saying "arising is called birth," from what is it said that they are dependent arising? What is the relationship between this birth, which you have completely sought, which does not belong to time, and those like ignorance which belong to time? It is also said "it is permanent," etc., which is extensively explained. Saying "arising from meeting with conditions is dependent arising" is a separate explanation of the words. Therefore, the meaning of the words will become powerless, how can it be both arising from meeting with conditions and also permanent? Precisely because of this, it is said, "It is also said to be permanent, and it is also said to be dependent arising."

Speaking of which, this is contradictory. Furthermore, from ignorance and so on, are they different or non-different? If it is said that they are dependent on them, then it is unreasonable in every way, because one's own nature has not been determined, and because of multiplicity, impermanence is obvious. If we examine the meaning of the sutra according to the literal meaning, then the path will also become unconditioned, because it says, "Monks, I have realized the ancient path, the ancient footprints, the ancient traces, the path walked by the ancient sages." However, the paths such as right view are also unreasonable to be unconditioned, and there is no other path other than these. The so-called "dependent origination is the meaning of encounter," the near transformation of the root of the word "ཨིཎ་(Sanskrit Devanagari, Sanskrit Romanization: iṇa, Chinese literal meaning: to go)" is the meaning of having an encounter. The so-called "because of the near transformation," although the root of the word ཨི་ཎའི་(Sanskrit Devanagari, Sanskrit Romanization: iṇai, Chinese literal meaning: of going) is the meaning of going, but abandoning the meaning of going, the meaning of what is happening now is completely taken, so the meaning of the root of the word is completely changed, and that meaning of encounter is the meaning of dependent origination. For the time being, this is the meaning of the word dependent origination. Now, in order to explain in detail the meaning of arising, it is said that "བ་ད་(Sanskrit Devanagari, Sanskrit Romanization: bada, Chinese literal meaning: to be) is the meaning of existence." The so-called "པ་ད་(Sanskrit Devanagari, Sanskrit Romanization: pada, Chinese literal meaning: to be) is existence," the root of པ་ད་(Sanskrit Devanagari, Sanskrit Romanization: pada, Chinese literal meaning: to be) is the meaning of existence. The so-called "सम(Sanskrit Devanagari, Sanskrit Romanization: sam, Chinese literal meaning: together) and उत(Sanskrit Devanagari, Sanskrit Romanization: uta, Chinese literal meaning: upwards) are in front," པ་ད་(Sanskrit Devanagari, Sanskrit Romanization: pada, Chinese literal meaning: to be) with सम(Sanskrit Devanagari, Sanskrit Romanization: sam, Chinese literal meaning: together) in front and उत(Sanskrit Devanagari, Sanskrit Romanization: uta, Chinese literal meaning: upwards) in front is the meaning of arising, because due to the near transformation, the meaning of the root of the word is completely changed. In this way, arising is shown to be completely arising. Therefore, this is the meaning of because of this reason. What is it? When causes and conditions meet, they will arise extensively. The Venerable Upagupta said, from fully understanding the root and near transformation as the meaning of existence, what can the meaning of existence obtain? That is neither eternally existent nor arising. Even if it is not, some arising things are very different from existence, so it is meaningless. The word arising expresses the nature that did not exist before.
