That is because each person controlled ten people. The formless realms have three kinds of sevenfold beings, except for the two cases of completely passing into nirvana and being born in the intermediate state. It is impossible for the formless existence to have an intermediate state. Consciousness has six kinds of beings, and because there is no other place, there is no upward transfer here either. Therefore, all of these are just conceptualizations, and they are nothing more than images in an echo. The story takes place in Shravasti, where monks, in what way, through what signs, and by what characteristics, are separated from desire, separated from unwholesome dharmas, with thinking and examination, from separation arises joy and happiness, thereby attaining and dwelling in the first dhyana. They do not remember those things and signs, but remember in those dharmas close to the goal, whether it is the form aggregate, feeling aggregate, perception aggregate, formation aggregate, or consciousness aggregate. They remember fruits and thorns, remember sins and impermanence, remember suffering and emptiness, remember selflessness, thereby generating disgust and fear towards these dharmas, and dispel them; feeling weary and fearful of these dharmas, and dispel them, then settle the mind in the realm of immortality, thinking, "This is peaceful, this is excellent, that is, completely abandoning all aggregates, extinguishing craving, being free from desire, cessation, nirvana." The Blessed One spoke the same sutra, the difference being that, knowing thus, witnessing thus, his mind is liberated from the defilements of desire, liberated from the defilements of existence and ignorance. Having been liberated, he knows that he has been liberated. "My birth is exhausted, the brahmacharyā has been practiced, what had to be done has been done, there will be no more rebirths from now on." The Blessed One spoke the same sutra, the difference being that he generates desire for the dharma of non-regression, generates attachment to the dharma, generates joy in the dharma, generates great joy in the dharma, therefore attaining liberation in the intermediate state. The Blessed One spoke the same sutra, then completely in the intermediate state...

He will not enter into nirvana, but after being born, he will completely enter into nirvana. He will not completely enter into nirvana after being born, but together with manifest activities, he will completely enter into nirvana. He will not completely enter into nirvana together with manifest activities, but without manifest activities, he will completely enter into nirvana. He will not completely enter into nirvana without manifest activities, but he will be transferred upwards. He will not be transferred upwards, but with the desire for the Dharma, the attachment to the Dharma, the joy in the Dharma, and the extreme joy in the Dharma, he will be born sharing the rewards with the Great Brahma gods. He will not be born sharing the rewards with the Great Brahma gods, but with the desire for the Dharma, the attachment to the Dharma, the joy in the Dharma, and the extreme joy in the Dharma, he will be born sharing the rewards with the Brahma-preceding gods. He will not be born among the Brahma-preceding gods, but with the desire for the Dharma, the attachment to the Dharma, the joy in the Dharma, and the extreme joy in the Dharma, he will be born sharing the rewards with the Brahma host gods. Thus, for the time being, the first dhyana has ten sutras. Here, in what ways, with what signs, and with what characteristics do the monks, having abandoned investigation and analysis, with inner tranquility, the continuum of mind having become one, without investigation and without analysis, possessing joy and happiness born from samadhi, fully abide in the second dhyana, which is called such, and the rest is as before. In birth, he is born sharing the rewards with the gods of clear light. Then, with the gods of immeasurable light. Then, with the gods of little light. Thus, these are the ten sutras of the second dhyana. Here, in what ways do the monks, etc., after stating everything, because of being free from desire for joy, abide in equanimity, being mindful and aware. Regarding the happiness experienced by the body, the noble ones say that whoever abides in mindfulness, abides in happiness, is equanimity.
