The dull one is the Arhat who is liberated by wisdom. The extremely dull ones are liberated by time and circumstances. The even more extremely dull ones attain liberation through seeing. The most extremely dull ones attain liberation through faith. The extremely dull ones attain liberation through following the Dharma. The most extremely dull ones attain liberation through following faith. Thus, monks, based on the perfection of the faculties, the perfection of strength is established. Based on the perfection of strength, the perfection of the individual is established. If anyone lacks these five faculties entirely, it is said that they dwell in the category of external ordinary beings. Therefore, having thus established the noble person, it is said, "If anyone has these five faculties," it should be understood that these faculties are not under control in those individuals. If it were not so, it would not be said, "If anyone has these five faculties." Therefore, it should be understood that in that case, all the faculties, such as faith, are not under control. Therefore, dwelling in the category of external ordinary beings and being associated with defilements is not contradictory. Furthermore, there are two types of ordinary beings: internal and external. One whose roots of virtue are not completely severed is called internal, because they can realize the truth and accumulate its resources. One whose roots of virtue are completely severed is called external, because they are contrary. If it were not so, the meaning of the external as spoken would not be clear. Both those whose roots of virtue are completely severed and those whose roots of virtue are not completely severed are the same in that they have not attained the noble Dharma. Therefore, within the category of ordinary beings, the external is distinguished from the internal and spoken of. "In every way" means in the aspect of defilement and non-defilement. "All" means that not even the smallest part is absent. "In all of everything" means that it is not even the cause of the mundane. "External" means that the ordinary being who is not a son of the Shakya dwells in the category of external, that is, in the noble Dharma.

are situated in the aspect of disagreement. If it were not so, it would not be said that those who do not have these five faculties are, I say, situated in the aspect of ordinary beings. The divisions of the first are: inner is seeing the truth; outer is not seeing the truth, because noble ones have not obtained the four truths, therefore they are situated in the aspect of ordinary beings. To thoroughly establish that faith and so forth are indeed with outflows, another source is mentioned: it also appears extensively in the Sutras. If it is said that this Sutra was also spoken by making it the domain of those without outflows, then, therefore, the phrase "only at the time when the wheel of Dharma has not been turned" is cited, because it is not reasonable that in the world, beings have faith and so forth without outflows when the wheel of Dharma has not been turned, because the appearance of the Buddha and the turning of the wheel of Dharma would become meaningless. Therefore, it should be known that before the turning of the wheel of Dharma, the faith and so forth of beings are only with outflows. If it is said that the sharp faculties and so forth that are shown are made to be the domain of the mind faculty, that is not so, because faith and so forth are complete and endowed with good fortune. Thus, in the Sutra it says: "There are also beings with sharp faculties," and so forth, up to "When will all the teachings of the Bhagavan be known?" Therefore, it is because faith and so forth are complete and endowed with good fortune, and not because the mind faculty is complete. If it were wisdom, then those who have severed the roots of virtue would not be endowed with good fortune. Also, "As I have said" and so forth appear extensively, indicating that this is another source for proving that faith and so forth are with outflows. If someone thinks that this Sutra itself was spoken by making it the domain of those without outflows, therefore it is said, "For those without outflows." If someone thinks that there is also arising and ceasing in the path, so the two, arising and non-appearance, are possible, but experiencing, faults, and definite emergence are not possible, so such a complete examination of the path is not reasonable. Therefore, the faculties of faith and so forth
