Thinking roughly about things is called discrimination. Thinking in detail is called observation. Because one speaks after thinking, the cause of speech, namely discrimination and observation, is called the action of speech. 'Without discrimination' means that without thinking roughly or in detail, one does not speak, that is the meaning. Speech is said to be the nature of the four great elements, born from wind, while thought and observation are dharmas arising from the mind. How can thought and observation be called the action of speech? The answer is that here, too, the cause is labeled as the effect. Here, too, discrimination and observation, such as virtue, are the cause of producing speech. Therefore, the cause, thought and observation, is labeled as the effect, speech, so it is said that discrimination and observation are also the action of speech. In this way, it can also be seen in the world and in the scriptures. For example, the world says 'unhappiness,' and the scriptures also say 'the appearance of the Buddha is happiness.' Fire is the nature of burning, so it is not happiness, but the fruit of fire, the warmth is the cause of producing happiness, so it is said 'unhappiness.' All births are said to be suffering, so the appearance of the Buddha has no happiness, but the cause of the appearance of the Buddha is that beings are liberated from suffering and obtain the fruit of happiness in higher realms, so it is said 'the appearance of the Buddha is happiness,' and so on. To explain the action of mind, it is said, what is the action of mind? etc. What is the mind of attachment? Attachment to body and possessions is the mind of attachment. Being angry with sentient and non-sentient beings is the mind of hatred. Not understanding karma and the fruits of karma, etc., is the mind of ignorance. Any being who is attached with the mind of attachment. Similarly, any mind that is hateful with the mind of hatred, and any mind that is ignorant with the mind of ignorance, that is the action of mind. The dharmas arising from the mind, here the three minds of desire, hatred, and ignorance are not the dharmas of the mind, but the dharmas arising from the mind, therefore not the mind.

It is said that "this is the Dharma that arises." Its explanation is "dependent on the mind." Its explanation is also "the cause of the mind." Its explanation is also "related to the mind." Its explanation is also "arising by abiding in the mind." Alternatively, this mind acts as a cause for the Dharmas arising from the mind in five ways: arising, depending, abiding, stabilizing, and increasing. The so-called "Dharma arising from the mind" refers to arising, because without the mind, the Dharma arising from the mind will not arise; when the mind arises, the Dharmas arising from the mind will also arise. The so-called "depending on the mind" refers to dependence, because when the mind declines, the Dharma arising from the mind will also decline. The so-called "cause of the mind" refers to abiding, because as long as the mind exists, its cause, the Dharma arising from the mind, will also abide. The so-called "related to the mind" refers to stabilizing, because the mind always supports and helps the Dharma arising from the mind. The so-called "arising from abiding in the mind" refers to increasing, because when the mind is stable, the Dharma arising from the mind will also be stable. Among them, in the desire realm and the form realm, all three actions of body, speech, and mind exist. In the formless realm, there is only the action of mind. Objection: In other sutras, it is said that in the past of the Bhagavan, the practice of virtue and so on is explained as action, but here it is said that past, future, and present actions are all actions, which is contradictory. Answer: Although it is generally mentioned here, it should be understood as a difference in the way of speaking. It should be understood that the virtuous actions and so on done in the past are actions, otherwise it will not contradict other sutras. After explaining action, in order to show the limb of consciousness, it is said that "consciousness arises from the condition of action" and so on. Among them, relying on the eye faculty, taking form as the object, and recognizing the characteristics of form is eye consciousness. The remaining consciousnesses are also applied in the same way. Although this is generally mentioned, not all consciousnesses are conditioned by action, but rather the accumulation of latent tendencies.
