Having seen the immutable (state), having become free from all fears, and without any doubt, proclaim the lion's roar in the assembly. Among them, the so-called "world with gods" refers to the general designation for both sacred and non-sacred gods and humans. The sacred gods are the自在天魔 of the desire realm gods and the 梵天 of the yoga自在天. The sacred people are the 沙门 and 婆罗门, because they possess wisdom and even the king should offer to them. Non-sacred gods and humans refer to gods and humans other than these. Even if they argue and debate without attaining complete perfect enlightenment, they have not seen the ultimate characteristics of the dharmas, nor have they seen them established by reason. Therefore, they have not seen the characteristics of contention. The so-called "seeing the characteristics" means not seeing the cause established by reason. Because of having attained the absence of goosebumps on the body and trembling speech, the Tathagata is called the one who has attained bliss. Because of having attained fearlessness in the mind, therefore, he abides in the attainment of fearlessness. Nirvana is the supreme state, and it is also attained through the practice of the noble path, and after attaining it, one can also be free from all harm and fear. Therefore, Nirvana is the supreme state. Because of directly realizing Nirvana, therefore, it is called thoroughly knowing the supreme state. When the supreme teacher vows to fully acknowledge and proclaim himself, in order to subdue other teachers, to frighten all heretics, and to proclaim vast words without fear in the assembly, therefore, he enters the assembly and proclaims the true lion's roar. As it is Directly realizing the state of Nirvana, it is precisely out of compassion that he proclaims it in order for others to attain it. Therefore, it is called turning the wheel of Dharma in the world that cannot be turned by anyone, whether 沙门 or 婆罗门, in a way that conforms to the Dharma. In short, these words indicate two meanings: attaining one's own perfect benefit, and accomplishing the perfect benefit of others. Among them, the so-called "thoroughly knowing the supreme state" refers to oneself.
