Those are the same. Because they are not reversed or mistaken, they are called Tathagata. Because they possess the power to subdue all afflictions and demons, they are called powers. To show the first power, monks, the Tathagata dwells in what is and is not, and truly knows what is, and is called well-knowing. Among them, "what is" refers to the cause. "What is not" refers to the non-cause. Among them, virtuous and non-virtuous actions are the cause of producing happiness and suffering, knowing this is called truly knowing what is. The agent and self, etc., are not the cause of Dharma, knowing this is called truly knowing what is not. Or, "what is" refers to existence, and "what is not" refers to non-existence. Giving becomes great wealth, which is existence. Giving becomes poverty, which is non-existence. Keeping precepts leads to birth in heaven, which is existence. Keeping precepts leads to birth in evil realms, which is non-existence. Conversely, committing sins leads to birth in heaven, which is non-existence. Committing sins and non-virtue leads to birth in evil realms, which is existence. Performing virtue leads to birth in heaven, which is existence. Performing virtue leads to falling into evil realms, which is non-existence. Being born and attaining enlightenment, becoming a king who turns the wheel of Dharma, and becoming a Pratyekabuddha is existence. Women will not transform in this way, understanding this in their hearts is called truly knowing what is and is not. Among them, knowing everything, knowing without obstruction, and knowing purely are called truly knowing. To show the second power, it is said that past, future, and present actions, etc. Those that have been done, accumulated, and ceased are past actions. Actions that have not been done, have not ceased, and are not being done, but will be done in the future, are future actions. Actions that have been done, have not ceased, and are now being done are present actions. That is also the action of the body and

From the perspective of the actions of speech and mind, they are summarized in three ways, thus the correct actions are proclaimed. From those actions, the ripening of the fruits of happiness and suffering is called maturation. Regarding this, knowing it as if knowing four ways is called knowing correctly as it is, that is, some actions are happy now, but in the future they will mature into suffering; some actions are suffering now, but in the future they will mature into happiness; some actions are suffering now, and in the future they will also mature into suffering; some actions are happy now, and in the future they will also mature into happiness, understanding it in this way. Among them, in other lives, one is also accustomed to practicing non-virtuous actions, therefore, in this life, one also acts as if one likes non-virtuous actions, and those, because of that reason, will mature in the three lower realms in the future, therefore, that is an action that is happy now, but in the future it will mature into suffering. Some people did not greatly accustom themselves to virtuous actions in previous lives, therefore, in this life, they reluctantly practice virtuous actions such as keeping vows, and because of that reason, they mature in the good realms in other lives, this is called being unhappy here, but maturing into happiness in other lives. Some sentient beings did not accustom themselves to sinful actions in other lives, therefore, in this life, they are unwillingly forced to commit sinful actions by evil friends, and those will mature in the three lower realms in the future, therefore, those are unhappy in this life, and will also mature into suffering in the future. Some sentient beings did not accustom themselves to sinful actions in other lives, therefore, in this life, they are unwillingly forced to commit sinful actions by the conditions of evil friends, and those will mature in the three lower realms in the future, therefore, those are unhappy in this life, and will also mature into suffering in the future.
