Without needing to create, it acts without needing to manifest creation. Peaceful Wisdom, likewise, the Tathagata is also equal to the emanation. The Dharma-nature of the emanation does not discriminate. In that, neither the activity of the body, nor the activity of speech, nor the activity of mind appear, yet it performs all the deeds of the Buddha. That too is spontaneously accomplished and without obscuration, acting without needing to manifest creation. Why is that? Peaceful Wisdom, the Tathagata, as the characteristic of the nature of the emanation, fully awakens to all Dharmas, and after fully awakening, also shows it to sentient beings with compassion. Peaceful Wisdom, this is also the secret of the Tathagata's mind, not abandoning the state of equipoise, and also making all sentient beings aware, therefore the mind is inconceivable. Thus it is said. Are the three bodies permanent or impermanent? The Dharma-body is said to be permanent in the Sutras and Treatises, whether the Tathagata appears or does not appear, the Dharma-nature of all Dharmas remains. Thus it is said. If that is so, wouldn't it be the same as the eternal self held by non-Buddhists? It is not the same as that, if permanence is to be applied to Suchness, that is not to be grasped as a real entity, so that itself is not a self, and in that, there is neither a real entity of a person nor a self of a real entity of Dharma, so it is not the same. Therefore, in reality, it is neither permanent nor impermanent. What does that reveal? The Noble Lankavatara Sutra says: The Tathagata is not permanent, for if it were always held, it would become a cause. Great Wisdom, the cause of all non-Buddhists is the unmade permanent, therefore, because the unmade is permanent, the Tathagata is also not permanent. If it is impermanent, it becomes the impermanence of the made. It is widely spoken like that. The Noble Golden Light Sutra also says: Son of the lineage, the three bodies have the nature of permanence, so it is also called permanent. Because it has the nature of impermanence, it is also called impermanent, the emanation body continues in all places with skillful means according to the conditions.
