为了惩罚那些不恭敬的人，为了让有羞耻心的人安住在安乐之中，为了舍弃今生的烦恼，为了遮止来世的烦恼，为了我的教法长久住世，对于一些误入歧途的人，制定了身体疲惫的惩罚。对于一些人，制定了遭遇不悦意的惩罚。对于一些人，制定了驱逐到结界之外，让他们 अलग（tha dad du， अलग，alaga，分离）居住的惩罚。对于一些人，制定了置于比丘末位的惩罚。对于一些人，制定了对于所有佛陀的教法都应呵责和贬低的惩罚。现在出现的王族，以及未来所有的王族，将声闻的学处作为法律来制定并交付给你们。为什么呢？因为在现在和未来的时代，我的教法中，会出现误入歧途的人，难以调伏的人，没有羞耻心和惭愧心的人，行为不端正的人。那些凭借亲属的势力，或者财富的势力，或者在家人的军队，或者博学的势力，或者口舌之力的，对学处进行诽谤，并且显现出在家人的相，聚集在家人受用的那些人，如果那些少欲的比丘们不能迅速地从僧团中驱逐出去，并且不能像制定学处那样用惩罚来惩处他们，那么就将这些制定学处的方法交付给王族。那些王族就会像制定法律那样，用惩罚来惩处那些人。那些王族，无论现在还是未来，直到末法五百年，以那样的精进和压制他人的方式，守护和弘扬我的教法，使正法之光照耀，使三宝的血脉不绝，那些就是守护佛陀教法的人，诸天也会守护和弘扬他们。那些王族也会使他们的王位长久。福德也会非常增长。然后他们会在百劫之中行菩萨行。那些王族，无论现在还是未来，如果想让我的教法

In order to punish those who are disrespectful, in order to allow those with a sense of shame to dwell in happiness, in order to abandon the defilements of this life, in order to restrain the defilements of future lives, and in order for my teachings to endure for a long time, for some who have gone astray, a punishment of physical exhaustion is prescribed. For some, a punishment of encountering unpleasantness is prescribed. For some, a punishment of being expelled from the boundary and made to live separately is prescribed. For some, a punishment of being placed at the end of the monks is prescribed. For some, a punishment of being worthy of being reviled and disparaged by all the Buddha's teachings is prescribed. The royal families that have appeared now, and all those in the future, will establish the training of the Hearers as law and entrust it to you. Why is that? Because in the present and future times, in my teachings, there will appear those who have gone astray, those who are difficult to tame, those who have no shame or embarrassment, and those who are of impure conduct. Those who, by the power of relatives, or the power of wealth, or the army of householders, or the power of great learning, or the power of speech, act as if there are faults in the training, and who display the signs of householders and gather the enjoyments of householders, if those monks with few desires are unable to quickly expel them from the Sangha, and are unable to punish them with punishment as the training is prescribed, then these methods of establishing the training will be entrusted to the royal families. Those royal families will punish those people with punishment as the law is established. Those royal families, whether now or in the future, until the last five hundred years of the degenerate age, with such diligence and suppression of others, will protect and promote my teachings, make the light of the Dharma shine, and keep the lineage of the Three Jewels unbroken, those are the ones who protect the Buddha's teachings, and the gods will also protect and promote them. Those royal families will also allow their kingdoms to last for a long time. Merit will also increase greatly. Then they will practice the conduct of enlightenment for a hundred eons. 那些居住在田野的种姓，会被诸天全部舍弃。声闻和独觉也都会完全抛弃他们。那个种姓不会往生到彼世，也不会转生为天人和人。凡是舍弃我的教法者，就是加入了断绝三宝血统的行列。就是加入了熄灭法灯的行列。就是加入了使法水干涸的行列。就是加入了取出一切众生法眼的行列。大国王，您怎么想？如果有人取出一切众生的眼睛，那个人会具有多少非福德？具相心国王流着眼泪说道：那个人所具有的非福德是无可比拟、数不胜数、无法估量、不断增长的。世尊说道：大国王，因此，那些种姓，无论现在还是未来，对于我的教法，所有如来所加持的，直到燃灯佛（梵文：Dīpaṃkara，梵文罗马拟音：Dīpaṃkara，汉语字面意思：燃灯者）之间，那些以正法安住的人们，不驯服且安住在歧途的人们，不依正法教导的人们，他们的非福德会极大地增长。那个种姓，之前在百劫中行布施，从守护戒律到修习智慧，无论进入三乘中的哪一乘，又因为舍弃正法的缘故，他们先前积累的所有善根都会完全耗尽和毁灭。在他们的国土上，还会发生三种灾难：饥荒、战争和疾病。诸天也会舍弃和抛弃他们。在他们的国土上，不会尊重教令，还会出现欺骗和虚伪，以及各种谎言。其他军队也会掠夺他们的财富。或者被火烧毁。或者被水冲走。那个种姓不久就会遭受严重的疾病，并与可意的事物分离。死后也会堕入地狱。一百个人中偶尔有一个，经过很长时间，如果因为善行而获得人身，也会很快失明。

Those castes dwelling in the fields will be abandoned by all the gods. They will also be completely forsaken by all the Śrāvakas and Pratyekabuddhas. That caste will not go to the next world, nor will they be reborn as gods or humans. Whoever abandons my teachings joins the ranks of those who sever the lineage of the Three Jewels. They join the ranks of those who extinguish the lamp of Dharma. They join the ranks of those who dry up the waters of Dharma. They join the ranks of those who pluck out the eyes of Dharma from all sentient beings. Great King, what do you think? If someone were to pluck out the eyes of all sentient beings, how much non-merit would that person possess? King Heart of Good Form shed tears and said: The non-merit that person possesses is incomparable, countless, immeasurable, and ever-increasing. The Blessed One said: Great King, therefore, those castes, whether now or in the future, regarding my teachings, blessed by all the Tathāgatas, up to Dīpaṃkara (梵文：Dīpaṃkara，梵文罗马拟音：Dīpaṃkara，汉语字面意思：Maker of Light), those who abide in the Dharma, those who are untamed and abide on the wrong path, those who do not teach according to the Dharma, their non-merit will increase greatly. That caste, having previously given alms for hundreds of kalpas, from guarding vows to cultivating wisdom, having entered any of the three vehicles, will, due to abandoning the true Dharma, have all their previously accumulated roots of virtue completely exhausted and destroyed. In their land, three calamities will also occur: famine, war, and disease. The gods will also abandon and forsake them. In their land, commands will not be respected, and deception and falsehood, as well as various lies, will arise. Other armies will also plunder their wealth. Or it will be burned by fire. Or it will be carried away by water. That caste will soon be afflicted with severe illnesses and will be separated from desirable things. After death, they will also be reborn in hell. One out of a hundred, occasionally after a long time, if they obtain a human body through virtuous conduct, will quickly become blind.
