Build temples and houses, erect stupas and offer robes. Repair dilapidated structures, create images of worship, and undertake other activities such as building monasteries. Expand them according to the old traditions. Provide protection and support to monks, nuns, and lay practitioners who uphold the sacred Dharma, ensuring they are free from harassment by others. All of this is a collection of virtuous deeds leading to lasting happiness and Nirvana. In old age, go to the monastery and make your human birth meaningful. Ministers and officials at all levels, as well as the people of Ngari (present-day Ngari Prefecture, Tibet Autonomous Region, China) and Ü-Tsang (present-day Tibet Autonomous Region, China), should accomplish these tasks with mindfulness. Although there are many methods, the wise sages of the past have revealed only a few essential instructions here. Learn them as if drinking nectar. Even if deeply angered and agitated, speak with a smiling face and gentle words. Even with strong hatred and attachment, do not be petty, angry, or harmful. Even if an enemy becomes an opponent, handle them with whatever means are appropriate. Even if the other party uses abusive language, do not respond in kind. Watch your back and seek ways to remove obstacles. Find suitable in-laws and diligently engage in agriculture. Be free from rudeness, cruelty, and arrogance. Abandon fruitless agriculture, and even if tempted to covet the wealth of others and seek opportunities for theft, do not consider the wealth of parents, benefactors, loved ones, the Three Jewels, or the wealth controlled by deities. Never use such wealth; abandon the habits of poverty and shame. Be patient and farsighted in all matters. Let the ears be appropriately large, but do not easily believe slander. Treat kind parents, uncles, aunts, and relatives with respect and service as if they were servants. Do everything moderately, with restraint, stability, and expertise in governance. Be diligent and not lazy in matters of concern. Do not speak rashly, and even if you know, do not volunteer without being asked. Do not abandon what you have grasped, and do not speak out of turn. Especially when you see profit and opportunity, do not be greedy. Even if you have power and strength, do not mock, oppress, or seek prey. Do not favor those who are close, and do not be negligent towards those who are distant. Even if you are in a position of power and respected by all, guard your mind in all circumstances. Reflect on good and bad, and practice virtue morning and evening. Be free from arrogance, conceit, garrulousness, and boastfulness. Do not shrink back in the presence of the powerful, and be respectful in places where others are respected...

Stay for a long time. Do not change the outward appearance, have no inner deceit. Be honest, gentle, bright, thick, soft, and long-lasting. Do not kill especially because of wickedness, respect equally without stinginess. Do not be jealous, do not compete, do not be greedy, do not mock others. Do not boast about yourself, do not reveal the faults of others. Be tolerant to the weak, learn from the wise. Wine and women, superstition and greed, hypocritical deeds. Never do them, do not blame the bad wife. Those who come are not skilled at mockery. If compelled, they will try to make mistakes. Examine carefully, then begin the work. For most people, be concise. Do not kill especially because of wickedness. After consultation, there is no regret. The wise are entrusted with tasks. New opportunities arise in the land. The brave lead the battle. The upright elders hold the front line. The righteous make judgments. The servants diligently complete their tasks. If there is a mistake, there will be punishment. If it is too much, even the son cannot bear it. Do the things that have already happened. However, everyone will praise. Even timely acts of kindness. Have already happened, there is no jealousy. The faults of sin will not increase. Even if something bad happens. Do not reject a person from the depths of your heart. When drawing water from a ditch, remember the source. Do not abandon livestock casually at any time. The production of wool and iron will increase. Slaves should be used appropriately and reasonably. For a long time, the heart will become close. Educate children to become virtuous. For permanent rule, the future will be even stronger. Men create careers in the middle ground. They will become wealthy and gain a good reputation. Women become virtuous. They will serve their husbands and provide service. Wealth obtained through family business. Do not speak, have large ears. Be generous to guests in need. Do not seek other men. If confused about things. It is better to sit like a mute. Such as these, the brief advice taught by the ancient sages, is both for this life and for the next life, as mentioned above, if one acts uprightly, long-lasting rule will also follow. If the king is upright, the country will not decline. If the ministers are upright, faith will be more steadfast and power will be more lasting. From this foundation, liberation can be attained.
