Some consciousnesses, although not mixed with obvious speech, also appear to be able to be mixed with obvious speech, for example, the conceptual thoughts of children who are not skilled in language. If it is said that conceptual thought is mixed with speech, then the conceptual thoughts of those who are not skilled in language will be excluded, therefore, by saying "permissible", it also includes those conceptual thoughts. Even if the appearance is not mixed with speech, but simply because it arises there, conceptual thought is only appearing to be able to be mixed with speech.
