it will be understood as madness, just as it is seen. Similarly, from the word used to express killing, it can also be understood that rain is falling because the wind is blowing. If other expressions are used, then the blowing of the wind can also be understood as killing, and the noble ones can also understand it as raining. Therefore, it is said, "Those who blow the wind and the people of the central region." In this way, since understanding is not possible merely by possibility, these depend on seeing and not seeing. And for the establishment of this seeing and not seeing, it lies in understanding, in not being confused, and not being confused depends on understanding, just like a sign. From this certainty of not being confused, the expression of language will also arise, but not merely by possibility. The relationship is also born from that, with a reason, the object to be clarified by symbols, or born from symbols. It is said that what arises from people and what arises from symbols is unreasonable if it is not done. Therefore, like this, because it depends on the possibility of occasional targets and the ability to definitely understand meaning, and on relationships, when proving that sound is impermanent, even if other sounds become created, meaning and relationship are not created by people. In order to eliminate this doubt, it is said that without indication, it cannot be understood. This is what is said: The relationship between things, even if the sounds are inconsistent, cannot understand the meaning, because for any sound without indication, meaning cannot be understood from it. If it is thought that indication can clarify the relationship between things, then it is said, "If indication." Because there is no obstruction, because there is no obstacle. If even with indication, there is an obstacle to understanding the meaning, then in this case, for anything that has indication but cannot understand the meaning, there is no relationship between things in itself, but it exists in other things. If it is understood that the relationship has become a thing, then, because meaning can be understood without obstacles only by indication, the will of man is the freedom of an uncertain object, so it can eliminate the certainty of existence. It is said that the relationship between things does not exist at all, however

Because it expresses meaning, it is said to come from convention. The argument about the connection of things has already been refuted in the Pramāṇavārttika, so I will not elaborate. For the non-human-made Vedas, the permanence of letters or words is not necessary, because they are no different from the Vedas and the mundane, so even the words of people on the street would become reliable. However, what needs to be proven is that the meaning of speech and language itself is not man-made. The teacher thinks that the nature of words is proven to be man-made, and his idea is: speech is not different from words, so if words are man-made, then speech is also man-made. The essence of speech is man-made, so the meaning is also man-made, so the Vedas are man-made. What if the speech composed of man-made words is not man-made? Or if the words themselves are permanent? Even so, if the meaning is not man-made, the Vedas will become reliable, but not their own nature. Words are permanent, and the speech composed of their arrangement is not man-made, although this has been refuted in the Pramāṇavārttika, it is still admitted. Through the arbitrarily fabricated words in the Pramāṇavārttika, it can be shown that the connection between things and meanings is denied. In order to explain that the sound of the Vedas becomes the meaning of speech or words, no one can be sure without human instruction, so it is said. For the time being, the person himself is not the knower of the meaning of the Vedas, because he has desire and so on. Nor is it obtained from others, because there is no difference in having desire and so on. If the Vedas do not have instructions, they will not show their own meaning when heard, so the meaning of the Vedas cannot be understood in any way. Therefore, since the meaning of words and the meaning of speech are uncertain, how do those who think the Vedas are reliable examine the sentence "offer sacrifices to the fire", it is like the sentence "eat dog meat" has no meaning, what reliability is there here? Some people think that this is from the worldly word sounds...
