Because it does not exist. When experiencing a thing with such a form, all its forms will certainly not arise. If it is not so, will it never change? To negate that, it is said that the co-operative factors are not complete. If the question here is what is the cause of non-arising, the answer would be that the co-operative factors are not complete. If the question is why does the cause not arise, then it can be understood that it does not arise because the co-operative factors are not complete. If it is said that the conceptualization of memory, although it does not depend on the collection of things and senses, etc., will certainly arise as a basis for blue, etc., because experiencing blue itself, thereby producing certainty about each thing, that is because it will become like that. For the experience that has not been damaged by attachment to other things, etc., when it has just passed, the arising of memory does not depend on co-operative factors. Because it arises only from experience. Therefore, why say that the co-operative factors are not complete? If the question is about the arising of a mere definite statement, that is not it, but it is asking about the arising of certainty about all differences. Therefore, this is a response to it itself, because it itself is experienced, so it will be explained that the nature that is different from everything and separated from parts is experienced. To state this itself, the words that are appropriate to the occasion are spoken. For it, there is dependence on other co-operative factors, because it does not arise only from experience. Like this, the essence of the object, such as a vase, which is the nature of being clear in front, is its own nature, such as impermanence, and so on, which will be shown for the time being. Therefore, the essence is momentariness, existence itself, and cause and effect itself, and so on. When it appears in that way, it abides in definite knowledge. Because the form of such an essence, which is distinguished by its shape, appears to the sense consciousness, and because becoming such is the conceptualization of objects such as vases. Therefore, there is nothing of the visible aspect that does not appear to conceptualization. The essence of the object is the nature of momentariness, and so on.

Although conceptual thought does not take it as an object, nevertheless, the nature of all dharmas is also determined as one dharma. Therefore, the conceptual thought of memory that arises depending only on the activity of seeing in this way is neither the arising of a part nor is it independent of other valid cognitions just by that, because it has been determined as the nature of one dharma, therefore, for other dharmas, it is necessary to establish other valid cognitions and rely on conceptual establishment. Because the co-operation is incomplete, the reason why certainty does not arise in the meaning of being different from everything, therefore, the nature of the indivisible self-nature is taken by direct perception, meaning that it is taken by all self-natures. Abandoning the parts is to be separated from the parts, and such is said to be held only as immeasurable. Such is said. Among the differences, momentariness, selflessness, etc., whichever difference is determined, if there is a cause of co-operation, it will be realized. Because there is no co-operation, all differences are not determined, so the difference that can determine which difference has a cause of co-operation will be determined, otherwise it will not. Such is said. Whatever is reached by the power of direct perception, just as it is experienced, those who are realized by conceptual thought must also be truly a part of everything, but not as it appears, this is not to be said to be established by nature, like other conceptual thoughts arising from the force of inference. The explanation is: from everything. Although experienced, it is not possible to determine all differences. How can it not be determined? Because it depends on other causes. Just by experiencing, it is not possible to generate certainty for all differences, but it originates from other causes. Therefore, for whatever difference is determined, if there is a cause, it can be determined, thus first stating the reason is to explain the meaning of the sutra. What is the other cause, and what is the conceptual thought that depends on it, to show both, it is said that experience is.
