The saying "the sequential does not arise from the non-sequential" is based on the reasoning that the permanent itself is also a thing that has uninterrupted place and time. From the uninterrupted three times, the uninterrupted place, and the determination by direct perception, etc., the one who performs the action of inferring from the determination is seen to be the uninterrupted one as the object, so it is not sequential, in order to indicate that there is no time interruption.
