It is logical that if the cause is incomplete, that is, if it does not produce a result, then it would be a fault that the cause itself is not established. If mantras are permanent, then the combination of mantras called "arbitrary" does not achieve what is desired from the connection of mantras. Why? If it is said that mantras depend on rituals, then this is not reasonable, because if mantras depend on causes, then they will become powerless. If dependence is admitted, then the cause that is depended upon will make the mantra powerless, because the mantra is a superior combination. Explaining with "if" etc., where "from the ritual of mantras" refers to from the ritual of realization of mantras, or "other" refers to obtaining some superior nature from some aspects such as the difference of places of co-action, and when it can be obtained, the superior nature of the mantra arises, then the co-acting thing will depend on its power, the arising of superiority in permanent things does not exist, it has been said before. Therefore, for the co-acting thing to produce superiority without power, why would mantras depend on it? Because it does not depend, the mantra does not depend, if it has the nature of an agent, then it will always produce results, or if not, then it will not produce any results, because "no difference" means that the nature of the mantra is the same at all times. Because it is permanent, at all times it is not only the sole agent, but also for all individuals with sins etc., it will become the agent, in order to show this, it is said "if" etc. If the function of things is like that, it means that the nature of not depending on the actions of individuals is able to achieve its own result, then those mantras will become the achievers of everything, they will become the cause of the result. Whether the mantra is good or not, it should not depend on the difference of the agent, which means the difference of the achiever, offerings and generosity etc. should not depend. If by the power of things themselves, mantras give results without depending on individuals

If it transforms, when those mantras give fruit, they will not abandon certain individuals. Furthermore, the term "other" refers to those such as Chandalas, who are other than those who make offerings and sacrifices. Commentary on the Pramāṇavārttika, Volume Thirty-Four. Thus, for others who are not making offerings and sacrifices, the nature is such that it is not that which is generated by the nature of the mantras producing fruit. Why? Because that nature produced by Chandalas and others is without defamation or degradation, and there is no praise for other actions such as making offerings and sacrifices. Some individuals together, the mantras are not suitable as the nature of cause and effect, and in order, Brahmins and Chandalas, etc., and the mantras have no closeness or kalpa, therefore all of those will become achievers. Therefore, this mantra itself is not well done, so it is the combiner, even if there is no Brahmin or anyone else who can definitely combine with the fruit. The Brahmin who combines with whom, the fruit to be accomplished by the mantra can be obtained and found, but not by others. In that way, if Chandalas and others do not recite, do not do anything at all, therefore they are not combiners, Brahmins are also like that, because they have not obtained a well-done result from it. Furthermore, this is a Brahmin and this is a commoner, such a distinction is only a worldly term, but for the wisdom, etc. of Brahmins, etc., making them Brahmins, etc., there is actually no difference. Therefore, because it is only a convention, the difference of the combiners such as Brahmins is also not the difference of the substance of the fruit. In order to show that there is no need to mention permanence, it is said that things are combined "also," etc., the difference of causes is the reason for the difference of things, not that the difference of Brahmins, etc. is only conventional. Therefore, the difference of the combiners is certain, the Brahmin
