Because it is not something that has a basis of substance or a basis of ability, therefore, the establishment of sound is not a substance, and it does not exist relying on substance. When this is done, it shows that for the combination of sounds, a person's intention is free and independent. If it is said that for the six cities, there exists something called "collection" that is the nature of action or the nature of merit, therefore it will become one word? Answer: It has already been said that "even if the city itself is small, it does not exist," because it does not acknowledge that the city is a substantial thing with parts, therefore, for those cities, saying that would become a collection of the nature of action or the nature of merit, what is there? Because it relies on the substance of action and merit. If it is not a substance? Answer: It has already been said that palaces and so on, if in the city, palaces and so on are general, then palaces and so on, different kinds of things, also do not acknowledge the creation of substance, therefore, those general, the general of palaces and so on, like a city, how could it become a substance? Palaces and stables and people and so on, for how much of the general is considered a city? Those palaces and so on, and also because they are not fully equipped, so the city is not a substance, if it is thought that the substances that help to have are the substances that make up the substance, then for the separated palaces and people and so on, by what means would the general city of palaces and so on become a substance? Because it is not equipped. If the palaces and so on are not fully equipped, but the city is those palaces and people and so on that are mutually equipped, those will become the nature of being equipped, if so, then the city itself is also established as a substance, because being equipped is a thing of merit, if you think so, therefore it has been said "is not equipped" and so on. The city is not the nature of being equipped, like this, wood and bricks and so on, different kinds of things do not create the substance of fruit. The palace is also not the nature of substance, but it is considered to be the nature of being equipped. Being equipped is also merit, merit is without merit, therefore for the palace, by what means?

If possessing such "possession" is the nature, then it becomes a city, so let's just hope for possession a little. That is indicated by "the palace itself," etc. The so-called "other," because it does not possess other meanings, therefore it does not possess, and is not a city. Also, by saying "also," it gathers the statement that "for those who are separated from palaces, etc., because it has just been shown that there is no 'possession,' therefore it does not possess, and is not a city." In this way, for palaces, etc., because there is also no "possession," it negates being the nature of the city's "possession." If the city is the nature of the number of palaces, etc., then, for that reason, it is said that "there is also no number." Because the palace is the nature of possession, therefore for the palace of merit without merit, there is also no number, because number is also the nature of merit. This is "possession" also, and that is also, so it is "possessing that," that is, the word of "possession" of the nature of the palace. If the city is the existence distinguished by that "possession" and people, then, because it is one, and because it is permanent, what difference is there for this indivisible existence? Palaces and people, etc., cannot distinguish existence, because it is indivisible. Therefore, because there is no difference for existence, if that is the city itself, then everything will become a city, if you think like that. The so-called "existence is also one," existence is the only one that pervades matter, merit, and action. The so-called "cities are inherently many," is to say that the collection of palaces, etc., which are the basis for establishing in the city, are inherently many. If it is not like this, if existence is the essence of the city, then how can it become multiple cities? If you say "two," that is, palaces and people and existence, etc., helping each other is the city, then, the thought of others is, if that is the case, because everything does not have palaces, etc., so the thought of the city will not arise for everything, and because of palaces, etc., the idea of the word "many" is also established.
