不改变,那样的国王不做也罢。因为印度非常广大,所以那些伟人们,不傲慢,生起喜悦,而使卑微者喜悦破灭。把所有财产都拿出来吧。你舍弃所有财产后,无依无靠要到哪里去呢?为了佛法而使用的一切,就在你面前舍弃吧。前任国王的所有财产,如果都被萨尔巴掌握,那么前任的佛法或者安乐,或者名声会变成什么样呢?用财富能使自己安乐,布施能使他人安乐。不使用不布施,白白浪费,只有痛苦哪里会有安乐?临终时对恶劣的臣子,不珍惜,新的国王啊,想要慈爱的人们,因为无权,做了也不布施。因此迅速地在安乐处,用所有财产做佛法的基础吧。死主住在因缘之中,如同红风中燃烧的酥油灯。以前的国王所做的佛法的基础,寺庙等等其他所做的,那些是什么,那些也要像以前一样守护。那些不损害,行善,住在苦行中,突然慈爱,真实忍耐,没有争斗,经常精进的人们,请供养他们。瞎子、病人、卑贱者,无依无靠的穷人、残疾人,那些人也要给予食物和饮料,毫不吝啬地平均获得。对于不追求世俗利益的,其他国家的国王们,也要尽力地帮助他们。对于所有的佛法基础,不要被各种佛事所迷惑,选择不吃肉、贤能且符合佛法的人,不要损害他们。亲近懂规矩、有佛法的人,清净、亲切、不憎恨的人,种姓好、品行完美的人,选择知恩图报的臣子。选择慷慨不执着、勇敢,温和、行为适度、稳重,经常谨慎,且具有佛法的军队将领。重视佛法的根本和行为清净,懂得意义、精通论典,行为端正、平和且性情温和,选择年长者作为首领。每个月从那些人中,亲自听取所有集会,听取佛法基础等等的,所有事情亲自下达命令。你的王位是佛法

Using wealth can make oneself happy, giving can make others happy. Not using, not giving, wasting in vain, only suffering, where will there be happiness? At the time of death, to the evil ministers, do not cherish, new king, those who want to be loving, because they have no power, even if they do, they do not give. Therefore, quickly in the place of peace, use all possessions to make the foundation of Dharma. The Lord of Death dwells in the midst of conditions, like a butter lamp burning in a red wind. The foundation of Dharma made by the former kings, temples and other things made, what are those, those also protect as before. Those who do not harm, do good deeds, dwell in asceticism, suddenly loving, truthful patience, without strife, constantly diligent, please support them. The blind, the sick, the lowly, the helpless poor, the disabled, those people also give food and drink, without stinginess, to obtain equally. For those who do not pursue worldly benefits, the kings of other countries, also do their best to help them. For all the foundations of Dharma, do not be confused by various Buddhist affairs, choose those who do not eat meat, are virtuous and in accordance with Dharma, do not harm them. Be close to those who understand the rules, have Dharma, are pure, kind, and do not hate, those who have good lineage and perfect conduct, choose ministers who are grateful. Choose generals who are generous, unattached, brave, gentle, moderate in behavior, stable, always cautious, and have Dharma. Value the root of Dharma and pure conduct, understand the meaning, be proficient in the scriptures, have upright conduct, be peaceful and gentle in temperament, choose the elders as leaders. Each month from those people, personally listen to all the gatherings, listen to the foundation of Dharma and so on, all matters personally issue orders. Your throne is Dharma

For those who are wise and old, and of noble birth, For those who know knowledge and fear sin, For those who can see the true needs of the heart, You should always associate with them. For punishments, beatings, and the like, You should not easily do them, But use compassion to moisten, And always care for them. For those Who act badly and do evil, All sentient beings, You, the King, should always With compassion, generate only the mind of benefit. Especially for those who are wicked and heinous murderers, You should show particular compassion. Those who are fallen themselves, Are the object of great compassion. Whether it is one day or five days, You should release those poor prisoners. The rest should also be dealt with appropriately. Do not have any situations where they are not released. If you are not stingy to anyone, Then non-discipline will arise. From non-discipline, Sins and so on will constantly arise. Before the prisoners are released, During that time, for those who torment them, You should give bathing, food, and drink, Medicine, etc., to make them happy. For children who have no ability, Just like wanting to make them useful talents, You should discipline them with compassion, Not with hatred, nor for money. For those who hate extremely and want to kill, You should carefully examine and fully understand, Do not kill or harm, But deport them. For all the lands that have freedom, You should observe like the eyes of birds and horses. Always maintain caution and mindfulness, Do things that are in accordance with the Dharma. For those who have merit, you should personally Give generous offerings, respect, and service. Widely follow them, And deal with others appropriately. The king is like a tree with shade, Covered with flowers of respect, Bearing the fruits of generous offerings, The people will come to rest like birds. If the king has the quality of generosity, And has majesty, he will be happy, Like the roughness of cardamom, cinnamon, and camphor, The sweetness of sugar. If you measure it with reason like this, Your kingdom will not decline. Things that are not reasonable
