Ah! The city is surrounded by a great assembly, adorned with blooming flowers and sorrowless trees, with branches turned red and cuckoos singing. It has rows of pavilions as high as the snow of Mount Kailash. From there, the auspicious Victory Garden is obtained. It is filled with pure water, has white garlands, and holds vases filled with golden pitchers. From then on, the Victory Garden was generously offered at the appropriate time. Thus, it was offered to the Tathagata. After that, the king who desired to see Shakyamuni went to the Victory Garden, which defeats enemy armies. Having arrived, he respectfully treated Shakyamuni, prostrated and offered a seat, and spoke these words: "O Muni, your wish to reside in this city is certainly the merit of us Kosalas. Seeing such a one who is without support, if someone approaches to harm, then this place has no fortune. Seeing you or prostrating to you is to truly obtain benefit for us, to take us as disciples. Having obtained the assembly of the holy ones in the world, even without satisfaction, it is just like satisfaction." Whoever causes the dependent wind to shake violently, the nature of that wind comes from nearby. The birds of the Dakinis, having closely obtained the assembly of Mount Meru, abandoning their nature, turn into gold. Therefore, you are the protector of this and that place, my forest is not a dwelling for ordinary people. Having obtained the son of Gadha, the great Shakyamuni, like the house of three stars, it looks beautiful. In the world, various kinds of gains are easily obtained, those who have measure are achievers. All the benefits that come from you, the number of those benefits is immeasurable. O good one! From your definite view, there is no other gain than this. O pervader! I have obtained harm, suffering, and torment, I will indulge in desires and practice the law of kings. Thus, that king, similar to Indra, having appeared in that manner and heard, knowing the attachment to meaning and desire. Shakyamuni Buddha spoke to truly inspire his mind: "O Lord of Men! Your words are not surprising, your actions are..."

It is not for those who do not advance. Those who wish to go from below upwards, hate the holy beings who desire benefit. Because, ruler, your thought is just like that. Therefore, I wish to say something to you here. Know that my view is that you should act like the result. When the king who rules the people is bound by time and summoned, neither is he a friend, nor a relative, nor a wealthy follower. All walk humbly and helplessly, like a shadow, only one karma follows. Therefore, desiring noble status and fame, follow the rule of dharma. The foolish king who errs in dharma, his rule is not even in the high realms. Here, having correctly and completely ruled, not far from dharma, quickly attain noble status. Here, due to ignorance, the lord of men, Kumbha, transferred from dharma and entered the land of Kashi. To show you examples of the actions of saints and sinners, I have spoken these words. Always protect your people well, and after examining, therefore strive to be steadfast in virtue. Do not torment living beings. Do not always indulge in the senses. Do not associate with non-saints, do not hold anger. Do not let the mind waver, do not do improper things. Carrying pride and arrogance, at the right time, completely collapse and become very drowsy. Knowing the beings of the world in this way, do not sleep in it, do not sleep in virtue. The side of samsara rises waveringly, surely it will fall and the foundation will become careless. Things that are not related to happiness should not be approached. Things that cannot bring good results should not be done. Things that cannot be combined with virtue are not friends. Things that cannot completely destroy suffering are not wisdom. If it is not wisdom, then it is not existence. If it exists, then it is the state of being without a body. If it becomes a body, then it cannot be liberated from the realm. The existence of temporary, unreal desires is meaningless. Because the gods who dwell in the heavens, due to the power of time, even the formless ones are agents.
