And, since the king does not have practical actions, the practice of action is not mentioned, so there is no fourth means of unification. "Therefore" refers to what was previously stated: Abiding on the land, ruling with Dharma, and abandoning carelessness. Doing so will bring fame and heavenly realms. What are the benefits of stating this and abandoning? To explain its benefits, the next half-verse is "The people do not like faults." The various benefits are obtaining one's own fame, the people liking both merits and faults, and not being in conflict. First, by one's own perfection, one's own fame is obtained. How can one obtain the merits and faults of the people and not be in conflict? To accomplish this, it is said, "If you practice Dharma, then most of the human world." "Most" indicates many, which excludes those who do not always practice. "Practicing well and inclining towards" is the benefit of the Dharma in this life. "Beings will abide on the path to the heavenly realms" is the benefit of the next life. To explain the benefit of protecting the people in this way, the next half-verse is "You should exert effort, these beings." Completely protecting these beings is the benefit of the Dharma in this life. To commit to completely protecting them, the next verse, "By commitment, rely on Dharma" is the benefit of the next life. By mentioning Dharma, it refers to the result of practicing well. Or, since this good practice itself is Dharma, it shows to rely on it. So, what is Dharma? To explain this, the summary meaning of this verse is "Completely purify ethics." The accumulation of merit completely arises, and the six perfections have been explained up to the perfection of diligence. "Completely purify ethics" indicates the perfection of ethics. "Completely purify ethics" refers to purifying in the order of what the Bhagavan said, such as being without fault and without degeneration.

O! "Spreading the fame of generosity" means becoming famous through unparalleled generosity. "Be loving" means treating others like family, without causing harm. Just like treating close people. "Abiding on the earth, ruling with Dharma, abandoning negligence." This shows the perfection of diligence. Diligence also has four aspects: for the good Dharma that has not yet arisen, to make it arise; for the good Dharma that has already arisen, to make it increase. These two are indicated by "Abiding on the earth, ruling with Dharma." For the evil and unwholesome Dharma that has not yet arisen, to prevent it from arising; for the evil Dharma that has already arisen, to abandon it. These two are indicated by "Abandoning negligence." This is a summary of the Dharma of the accumulation of merit and the benefits that follow. Therefore, this is just one phrase. "Obtaining fame" is the benefit of this life. "Obtaining heaven" is the benefit of the next life. Thus, for the time being, the king, through methods such as abandoning and acquiring, makes people accept, thereby establishing the nature of the local people. Therefore, the verse "Shepherds and those who graze cattle and sheep" is spoken. Why should one go beyond the order spoken of in worldly treatises? First, the Dharma of the local people is spoken of, without showing the nature of the ministers. The nature of the ruler, ministers, local people, castles, wealth, laws, and friends. In this way, this order spoken of in the treatise itself becomes the way of reason, which is the order spoken of in worldly treatises. What is done here? What should the master protect, and with what should he protect it? What should be protected are the local people, castles, and wealth. With what should he protect it? It is with laws, ministers, and friends. Therefore, this order is rational.
