Those who do not keep vows but pretend to be disciplined are Rakshasa monks on earth. Due to bad views, they destroy and bind childish people like venomous snakes. Teaching with harsh doctrines of causelessness, etc., therefore, be especially vigilant like cunning jackals. Therefore, the wise should not rely on them. Relying on those wise ones who are skilled in the teachings, make the people dislike evil deeds and delight in doing good, and make my fame even more illustrious and widespread. If you practice the Dharma, then most people in the human world will tend towards doing good and abide on the path to the heavenly realms. You should strive diligently to protect these beings. Therefore, rely on the Dharma that possesses good discipline, purify the precepts, and spread the good name of generosity. Like treating family members, also be kind to others. Govern the country with Dharma and stay away from negligence. By doing this, you will gain fame and the heavenly realms. Those who herd cattle and sheep are like trees with flowers and fruits. If you do not protect the people who pay taxes, wise ministers will be separated from the king. Those merchants who engage in the buying and selling of various goods are also people of the royal palace. Likewise, those who cut down trees and pay taxes, if the king does not protect them, they will be exhausted by wealth. Those who are fearless and brave on the battlefield, skilled in weapons and tactics, if the king despises and disrespects them, then the helmet of victory over the enemy will not be strong. Likewise, those virtuous, wise, and virtuous ones who are known for their merits, if the king demeans and abandons them, he will be contrary to the gateway to the heavenly realms. Picking fruit from an unripe tree wastes the seeds and does not allow one to taste the flavor of the fruit. Likewise, if a king acts contrary to the Dharma, the country will also decline, and he will not benefit from it. Just as a tree possesses perfect virtues, the fruit ripens, and the tree flourishes, so too will the country protected by the king possess Dharma, power, happiness, and wealth. To those intelligent and loyal ministers, friends without fault, and my family members, give due rewards and draw them near with joyful words. Therefore, you should value the Dharma and care for the people in order to obtain happiness.
