对于不善于思辨的低劣之法津津乐道,这些生起信心的众生,已经显示出极其不妙了。 无论如何,世间之中,所寻求的救护,如果屠杀它们反而变成善法,那么依此教导的众生将堕入恶道,安住于恶道不安的恐惧之中。 屠杀牲畜变成善法,并且能转生到天界,诸天神也会感到喜悦,这怎么能算是合理呢? 以屠杀牲畜的咒语之力,为了前往天界而屠杀它们,如果说这就是善法,那也是虚假的。他人所造的业,谁能获得呢?不要从良善的行为中转移心意。如果不确定地行持善业,即使为了祭祀而屠杀牲畜,自己所为也毫无根据,怎么能转生到天界呢?如果为了祭祀而屠杀就能前往天界,那么婆罗门自己应该变成牲畜。因为这种道理在任何地方都看不到,因此,谁会听信这些话呢?无与伦比的,力量芬芳充满光辉的,甘露妙食由天女供奉,舍弃之后,屠杀牲畜,以血肉等来使诸天神欢喜,怎么可能有这种事呢?国王心想:现在应该这样做了。于是假装喜欢祭祀,听取了那些人的话,对他们说:你们这样为我着想,使我拥有了庇护和助益。因此,我想要举行千人祭祀,让按照吩咐的大臣们准备祭祀的器具吧。寻找适合建造祭祀场所的土地,以及与之相应的吉日良辰,以及举行祭祀的时刻,星宿和合等。然后,祭司在他的面前说道:为了成就您所期望的事情,伟大的国王啊,请您暂时沐浴并举行祭祀吧,我们将会开始布置。如果一次性拘捕一千人,您的臣民一定会感到厌恶,甚至会背叛您。婆罗门们也这样说道。国王对他们说:你们不要担心臣民会叛乱,我无论如何也会让他们心悦诚服的。

Those beings who give themselves up to inferior laws that cannot be discerned, and who generate faith, have been shown to be extremely inauspicious. In any case, in this world, if killing those whom one seeks refuge in becomes dharma, then the people taught by that will go to the evil path, and dwell in the fear of the discomfort of the evil path. If killing animals becomes dharma, and one is born in the world of the gods, and the gods are pleased, how can that be reasonable? If one kills animals with the power of mantras, and kills them in order to go to heaven, then it is false to say that it becomes dharma. Who can obtain what others have done? Do not turn your mind away from good deeds. Even if animals are killed for offerings without having definitely done virtuous deeds, how can one be born in heaven without a basis for what one has done? If one goes to heaven by killing for offerings, then the Brahmins themselves should turn themselves into animals. Since this kind of reasoning is not seen anywhere, who would listen to these words? The incomparable, powerful, fragrant, and radiant nectar-like food offered by the goddesses, having abandoned that, how could the gods be pleased by killing animals and with flesh and blood? The king thought, "Now I must do this." So he pretended to be fond of making offerings, and listened to their words, and said to them, "Your thinking of me in this way makes me have protection and help. Therefore, I want to make an offering of a thousand people, so let the ministers who have been appointed prepare the implements for that. Find a place where a site can be built, and a date that is in accordance with it, and a time for doing it, and also understand the constellations and conjunctions." Then the priest said in front of him, "In order to accomplish what you desire, great king, please bathe and make an offering for a while, and we will begin the arrangements. If a thousand people are arrested all at once, your subjects will become disgusted and even rebel." The Brahmins also said that. The king said to them, "Do not worry that your subjects will rebel, I will make them happy in any way."

If there are those who harm their own race and country, you should know that I will seize them as livestock. Then, the leaders among them joined their palms and said to him: All your actions are devoted to benefiting the people. How could one go against the king of men, who is made by the gods? Brahma rejoices in your actions. You are the best measure among measures. Whatever pleases the one god, we all like that. Apart from what we like and desire, there is no other joy. Thus, the people of the city heard the king's command. The king sent those loyal ministers, with a grand ceremony witnessed by many people, to various regions and cities to arrest those who commit evil deeds. And every day, he proclaimed everywhere: For the great man who possesses the wealth of steadfast and pure discipline, the king makes fearless offerings with fearless generosity. For the benefit of the people, for those who act improperly, he intends to turn them into livestock and perform a thousand-person sacrifice. Therefore, from today onwards, whoever follows improper conduct, violates the king's command, and violates the respect of the minister who manages the land, that person will be made into a sacrificial animal because of his own karma, tied to the sacrificial pillar, and seen by the people like a withered tree. Then, the people in that place, in order for the king to find those who act improperly to be used as sacrificial animals, heard the frightening proclamations every day, and saw the king's people searching everywhere to arrest those who commit evil deeds, those who like to do evil
