Having thought about it, to draw blood from the Tathagata with malicious intent, and to commit any of the five inexpiable sins, is the fourth root downfall. Any royal family who speaks falsehoods without reason, is distracted by the next world, truly upholds the path of the ten non-virtuous actions, and also causes many other sentient beings to truly uphold the path of the ten non-virtuous actions, taming, introducing, and establishing them, this is the fifth root downfall. Again, there are five root downfalls of a minister. What are the five? Any minister who steals the property of stupas, the property of the Sangha, or the property of the Sangha of the four directions, this is the first root downfall. Any act of destroying villages, destroying lands, destroying cities, and destroying regions, this is the second root downfall. Again, any minister who abandons the Dharma and (instead approaches) those who desire the liberation of the Hearers, who are content with little, whose possessions are simple and flourishing, who are diligent, easily satisfied, dwell in solitude, and completely cut off attachment, these people are good at guarding morality, possess the assembly of Samadhi, also manifest the noble lineage, and also manifest the supreme qualities. Among them, the thirteen qualities of cultivation include two related to clothing: wearing rag robes, and possessing three Dharma robes. Five related to food: begging for alms, begging in sequence, eating in one sitting, being content with food, and not taking food again after eating. Five related to dwelling: dwelling in the wilderness, dwelling under a tree, dwelling in an unshaded place, dwelling in a cemetery, and dwelling in a place as it is. One related to diligence: constantly sitting and not lying down. Among them, the nature of the limb of wearing rag robes is just wearing rag robes. The meaning of the remaining words should also be spoken in the same way. Among them, wearing rag robes is abandoning the clothes of householders. Possessing three Dharma robes is abandoning the fourth garment. Begging for alms is abandoning going to feasts.
