The mention of "Bhikṣu" is to exclude Bhikṣuṇīs, because it is said in the scriptures that here it should be supplemented by the Saṃgha, so the full ordination of Bhikṣuṇīs also depends solely on the Bhikṣu Saṃgha. The so-called "striving" is from the bottom of one's heart, meaning to start from the thought of Nirvana. The mention of "striving" is to exclude the situation of taking vows with a mind of fearing protection, because it is said in the scriptures that without a firm thought of Nirvana, precepts will not arise. The so-called "that" refers to those who have previously committed a fundamental offense. The so-called "birth" refers to birth, and in terms of meaning, it refers to full ordination. The intention of asking here is that if one has previously committed a fundamental offense, the Blessed One forbids him from receiving full ordination and becoming a Bhikṣu, if this can be well understood, then the Blessed One allows this person to receive full ordination in some ways, like this, please eliminate my doubts. The determination of this is that considering the case where a Bhikṣuṇī commits a non-common fundamental offense, gives up the precepts, and then changes gender, that is why it was said that way. Similarly, the scripture here is: Venerable, what does the Blessed One mean by saying that a person who has previously committed a fundamental offense should not be ordained or fully ordained? Venerable, if the Bhikṣus allow a person who has previously committed a fundamental offense to be ordained and fully ordained, is it also considered to have received full ordination, and will they not commit an offense? The Blessed One said: There is such a situation. For example, if a Bhikṣuṇī commits a non-common fundamental offense, gives up the precepts and returns to lay life, and changes gender, if she is allowed to be ordained and fully ordained, there is no offense.
