Namo. The author of the Sutra also said, "Regarding this, to touch in a discriminating way is to understand the meaning." The same should be understood for the following (situations). Considering that point, (it says in the Sutra:) "False words, changing perception, the meaning of the words is clearly understood." Thus it is said. Or, considering the beginner and the previous failures, etc., it was said that way, as before. Saying "a monk to a monk," etc., because lay people and renunciants, etc., might also speak from the faults of people, therefore it was said "to a monk." Speaking from faults is "You are blind, lame, hunchbacked, bald, white-haired, irritable," etc., which is speaking and expressing from the faults themselves, synonyms spoken with a degrading thought. That word "extremely" refers to the agent. Because the words are superfluous, the meaning is also superfluous, and the difference in intention to express faults should be observed. Therefore, (it says in the Sutra) "a monk with the intention of expressing the faults of people." Omniscient, that is, knowing everything. "Speak definitively" means to speak without doubt. Regarding this, others think that when a monk speaks of the faults of this place to a monk, with that thought, starting from the faults of people, extremely combining, then for him, without a doubt, it will become a downfall. However, the Blessed One did not say that it would happen to him in some way, to which I should state the reason. The answer to this is: that was said considering the situation of speaking from the faults of people, sending messengers for common use. Similarly, here (the text) is: Venerable, if a monk speaks from the faults of people, sending messengers for common use, what will happen? It is a minor offense. Similarly, through writing, gestures, blaming others, passing on information, what will happen? It is a minor offense.
