Is it only the words that are false, or are others also false? It is said: In this regard, the worldly custom is this: if the words are false, but if the body also understands the meaning to be expressed by the words, then the body is also false, and not just the words alone, this is the concluding statement. At that time, it is only a minor offense, not a small offense, but a minor offense of a minor offense, which is the concluding statement of "not complete." Why is it not complete? Because from where, and for what reason, there is no term for action in the power of verbal expression, therefore it becomes small. In the Vinaya, there are three roots of terms: these are said to be seeing, hearing, and doubting. What one understands oneself is seeing. Thus, and so on, it is to explain their nature, that is, only what one understands through one's own direct perception or inference and truly believes is called seeing. Hearing is only what is heard from a trustworthy and non-deceptive person, whether ordained or a householder. This "only" is for emphasis and to distinguish other sequences. Grasping what makes one understand a definite sign is definitely grasping the characteristic, and other than that is not definitely grasping the characteristic. That is called doubt. Where is the characteristic not definitely grasped? For example, from thick fog and so on, a woman's place appears, and likewise, an ordained person's place also appears, seeing these, one doubts whether these two have done something here, but there is no certainty, because the thing to be named is not seen, therefore the characteristic is not definitely grasped. Thus, having spoken with these three roots of terms just mentioned, if it is understood by others, there is no fault, this is the concluding statement that it will not become a fault.
