When the Buddha said, "One should vow to observe the summer retreat," who should vow to observe the retreat? It is the five kinds of close attendants, namely monks, nuns, nuns, novices, and female novices, and so on. If he has to go elsewhere, then he should go after being blessed for seven days. One should not respect those who have broken their vows, nor should one associate with them or enjoy their possessions. Parents, teachers, and the sick should be attended to even if they have broken their vows. One should not attend to those who have broken their vows. Here, the scripture comes from the Matters Sutra. Monks, therefore, do not treat those who are like foxes as if they were lions. If you do so, you will commit a serious offense. One should not associate with those who have broken their vows, nor should one enjoy their Dharma, nor should one enjoy their wealth. Here, the scripture comes from the Questions of the Brahmin Girl Sutra, etc. If a monk who observes the precepts knowingly gives a tooth stick to someone who has broken their vows, then the karmic result is that the monk who observes the precepts will fall into hell for thousands of years. Similarly, if one gives mud, recites, dwells, provides a dwelling for someone who has broken their vows, and sleeps with someone who has broken their vows, until dawn, one will create the karma of falling into hell for ninety thousand years. After dawn, one will create the karma of falling into hell for fourteen billion four hundred million years. It is specifically pointed out that parents, that is, father and mother, teachers, that is, preceptors and instructors, and the sick, even if they are very immoral, should be attended to. Then, how should one know? It is said that one knows through seeing, hearing, and doubting. These three are the reasons for names arising from the Vinaya. As it is in the scriptures, on the basis of establishing the Uposatha, the use of divine eyes and divine ears for naming is prohibited. For monks, the divine eye is not to be used for naming, so one should not use the divine eye to observe and then discuss and advise the monks. If one uses the divine eye to observe and then discuss and advise the monks, it would constitute a serious offense. Just as with the divine eye, so it is with the divine ear. If the examination is considered in terms of ultimate meaning, then the divine eye and divine ear would not be prohibited here, because others cannot ascertain it either. For example, in the Minor Matters, it says that when the noble one is not obscured, one should not examine water with the divine eye. However, it says in the scriptures that one should use ordinary eyes. Some say that if all examinations arising from the Vinaya are nominal, then it would contradict the scriptures of inquiry. The scripture is: If the Khenpo (preceptor) who is a layperson grants ordination with broken vows, if people do not know, then ordination has been granted. This is widely proclaimed in the scriptures. Then it says: If a layperson grants ordination with broken vows, then ordination has not been granted. If so, what would happen? Because it is impossible to accomplish, the teachings of the Bhagavan would become meaningless. Like this, it is not possible to examine with divine eyes and ears, because it is forbidden. For the nominalist, entering the minds of others is not an object of experience. The sutra says that the Dharma taught by the Bhagavan is about mastering life, necessarily includes liberation, and can be accomplished, etc., these statements would also be contradictory. If the examination is not a nominalist, then the teachings cannot be accomplished. Therefore, only what is seen and doubted are the causes of nominal terms here, and what came along the way is finished. Those who commit misdeeds and disrupt the harmony of the Sangha, and the third kind of moral transgressors here, should be abandoned from communal living, and after striking the ghanta, they must be expelled like something dead and rotten. Fighting and quarreling is committing misdeeds. Disrupting the harmony of the Sangha refers to someone who has transgressed the precepts and caused laypeople to lose faith. The third kind of moral transgressor refers to someone who has committed a defeat. All three of these should be expelled after striking the ghanta, because these people are like something dead and rotten, and should not be associated with. Abandoning communal living means that if there is noise in the Sangha when these people are expelled, then do not expel them for the time being, this is the final ultimatum. It is explained that the karma ghanta should be struck when expelling. From the basis of the Uposatha, there are five kinds of ghanta: the ghanta of all the Sangha, the ghanta of karma, the ghanta of death, the ghanta of expulsion, and the ghanta of the occurrence of harm. Among them, the ghanta of all the Sangha refers to three roots and three tips. The ghanta of karma refers to three roots and two tips. The ghanta of death refers to a single-handled ghanta.
