The Blessed One thus declared: "Monks, I have extensively taught you the Vinaya, but not in brief. However, you should also listen to the brief explanation. Monks, whatever I have neither initially permitted nor prohibited, if it is in accordance with the Dharma, close to the Dharma, and can prevent what is not Dharma, then it can be accepted. If it is close to what is not Dharma and can prevent what is in accordance with the Dharma, then it is not Dharma and should not be practiced." The novice monastic code is briefly collected, May the merit I have generated in this world, Perfect the path of Shakya's teachings, And quickly attain the auspicious place of Bodhi. The category of the novice monastic code, called "briefly collected," means a general collection. That which is born from this is called "born," which means the cause. What is born from the novice monastic code briefly collected, the merit generated by that cause, is called the merit generated from the novice monastic code briefly collected. Thus, may the merit I have generated cause this world to quickly attain the perfect and auspicious place of Bodhi, that is, the place of Buddhahood. "The path of Shakya's teachings" refers to Shakya, that is, Shakyamuni Buddha, because he was born into the Shakya clan. His holy words are like light, hence the name "light," because they can clearly distinguish between right and wrong. The path that is revealed by those holy words. Or, "Monks, may this world, by the path illuminated by Shakya's light, quickly attain the land of Buddhahood," thus the collector dedicates the roots of virtue. Shakya's friend Ngor, diligently extracts the Vinaya teachings spoken by the Sugata, From within the ocean, Piercing with the vajra of power, the distinctions of the Pratimoksha of the Sarvastivada, Are strung together into a garland. "Shakya's friend Ngor," Shakya refers to the Blessed One. His friend is the companion, that is, the undefiled path, because by its power one can attain Buddhahood. "Ngor" refers to him.

The term "depending on." Or, the term "entrusted by the virtuous friend Shakya." The precepts spoken by the Sugata are precious, therefore they are the jewel of precepts spoken by the Sugata. The term "shining" means bright light, which is cherished as the jewel of precepts. It is a term meaning "cherished as the jewel of precepts." Discipline itself is the ocean, because it is the abode of many oceans of scriptures, it is difficult to understand. Then, the term "completely gathered and pierced by the vajra of power" means that just as the vajra of power called light pierces jewels and makes a rosary. Having collected the basis of precepts from the Vinaya, and combined verses and sections, the vajra of power called light certainly distinguishes and pierces, and thus arranges the basis of precepts into a rosary of jewels. How is it arranged? Through the explanation of the individual definitive distinctions of the Sarvāstivāda. Among the Śrāvakas of the Bhagavan, those who say that all things such as actions and results exist are the Sarvāstivādins. Their individual definitive precepts are the distinctions, that is, arranged into a rosary of those categories. The Sarvāstivādins are similar to the base, because they express terms in Sanskrit. Just as it is said that "noble people express terms in Sanskrit," striving for the characteristics of sound should also be regarded as noble. Noble people are like the base in the world, because the Dharma of the world arises from it. Therefore, the Sarvāstivādins are called the base, but other groups are not, because they express terms in vulgar, dialect, and intermediate pronunciation. It is said that previously only the Sarvāstivāda existed, and after the Bhagavan passed into complete Nirvana, other groups arose depending on it, therefore it is called the base of the Sarvāstivāda. This is what is to be expressed. Not long after the Bhagavan passed into complete Nirvana

Ra. Five hundred Arhats gathered in Rajagriha and compiled the three pitakas. After that, one hundred and ten years after the Parinirvana of the Blessed One, seven hundred Arhats, headed by the noble Sarvakama and ending with Kubjita and Sthavira Yasas, gathered in Vaishali and held the Second Council. They eliminated ten practices, including the practices of the Hūluhūluka, which, in a broad sense, arose from minor matters. After that, when King Dharma Ashoka passed away, the Arhats, because of their excessive attachment to the words that were common, incomplete, and recited in the middle, gradually combined them with other texts for the sake of discipline, such as the Sutras combined with the vast language. The teachings were divided into eighteen schools. Therefore, it is said to be the root. Others say that the teachings are a single, well-combined system with eight branches, and that it appears differently due to the blessings of the Blessed One and the power of taming beings, just as the truth was taught to the four great kings simultaneously. As it is said: Although the speech is one, It can be understood as many. This is for my sake, So that all may understand. This is how it is taught. So, how should we understand the Black Dharma and the Great Dharma? In this case, some monks say from somewhere, "This Dharma is what I have truly received from the Blessed One." Therefore, they do not widely engage in the Sutras, do not appear in the Vinaya, and are not in accordance with the Dharma. Because it is not the word of the Buddha, it should be discarded far away. This is called the Black Dharma. Engaging in the Sutras, appearing in the Vinaya, and not being in disagreement with the Dharma, because it is the word of the Buddha, it should be accepted. This is called the Great Dharma. What is the meaning of the Black Dharma and the Great Dharma? The Great Dharma is explained in the Vinayamatrika: These are for cutting off what is not Dharma, for harming what is disguised as Dharma, and because my Shravakas will not engage in cutting off what is not Dharma, therefore it is the Great Dharma.
