It should be said in this way. Therefore, in the world, only those items that should be sold are deemed suitable for levying customs duties, and not others. The Blessed One, solely based on worldly customs, said that even if a piece of cloth is worth a great deal, it should be given as clothing or supplies. This is because the necessities of life for those who are diligent in practice are not subject to customs duties. So, why did the Blessed One say that in order to be exempt from customs duties, one should soak it in water or cut it before giving it away? There is no fault in this, because when those who collect customs duties see many items, they may doubt whether these items should be subject to customs duties, and thus inspect them. The Blessed One, considering this situation, thought that doing so would not be permissible. Others say that this was said in order to exempt those items that have become merchandise from customs duties. This is a manifestation of local customs. In some places, gold is not subject to customs duties; in some places, cut items are not subject to customs duties; in some places, items soaked in water are not subject to customs duties; while in some places, customs duties are levied, for example, only cut items are treated as merchandise, or only items soaked in water are treated as merchandise. In the Vibhaga, it says that if one carries items for the sake of offering to the Three Jewels or to one's parents, one should praise them, or give to them, and then give them away. Because it also says "after giving customs duties," it should be understood that this is only directed at items that have become merchandise. The Blessed One also allows giving away merchandise, which is possible. If these items are not merchandise themselves, but at that time there is an urgent need, then those who are diligent in practice should say "this is only reasonable," which is a euphemistic expression. This euphemistic expression, that is, "after giving customs duties," is similar to giving alms, so it should be understood in this way. One should not take things similar to merchandise either. How should it be done then? It is given for the sake of offering, not for the sake of gain. This is the Khenpo's, this is the Acharya's, this is the mother's, this is the father's, if it is taken for the sake of the Khenpo, Acharya, and parents, one should not give tax from that either. Why? Because that is not taken for the purpose of trade. One should not take things similar to merchandise from that merchandise either. How should it be done then? That is taken for the sake of offering, not for the sake of gain. This is a gift, for example, if it is to be sent to another place, or something to be sent to another place, one should not give tax from that either. Why? As before, it is sent for the sake of a gift, not for the sake of gain, up to that point. If it is an object of enjoyment, whatever is sent for the sake of enjoyment, one should not give tax from that either, from there, as before, that is sent for the sake of enjoyment, not for the sake of gain, and so on, up to that point. In the teachings of the king, it is also said that one should not collect tax on the special items of actions such as taking a wife, giving a daughter in marriage, making offerings and donations, divination of good and bad omens, worshiping the gods, shaving the hair, giving cows, asceticism, ordination, and so on. Therefore, in the world, other than merchandise, road provisions and so on, it is not appropriate to levy taxes. Then, if all those who collect taxes are robbed, what should be done there? In the Root Division it says: Therefore, by what kind of person should this tax be controlled? Whoever protects, saves, hides, and universally gives according to the Dharma should control the tax. Whoever does not protect, save, hide, and universally give according to the Dharma should not control the tax. Whoever takes it, all of that is touched by the fault committed when actually giving or giving, it is said. In worldly customs it is also said that because the king protects, the share is the tax.
