Even if it is completed, the imposition is not lifted. If one crosses the land itself, it becomes stealing. The meaning of "land itself" is that since this is the occasion of the śo-gam, it should be understood as the location of the śo-gam. That is, it should be understood as the range up to where it is necessary to measure the śo-gam. When the śo-gam exceeds that, it means that the śo-gam that has been cut off exceeds that. When it exceeds that from another place, it is not stealing the śo-gam, that is the final conclusion. If one crosses the cut-off śo-gam, how is it crossing the śo-gam? Because the śo-gam is a part of the cut-off śo-gam, there is no fault. What is the need to say "land itself"? It is to show that if one crosses from the sky through magical power, there is no downfall, because the king rules the land, not the sky. Here, the scripture asks: What happens if a monk crosses the śo-gam from the sky? If one crosses through magical power, there is no downfall. But if it is done in other ways, it becomes a grave offense. Here, because magical power is generally indicated, one should understand the magical power arising from clairvoyance, arising from karma, and the magical power produced by mantras and medicine. Mentioning the land of the śo-gam is to show that if one crosses the cut-off śo-gam from another land, there is no fault. What is the need for the "itself" in "land itself"? If, in the location of the śo-gam, one moves with the fingers of the body, etc., with hand gestures, or recites mantras with the mouth, etc., or manifests magical power with the mind, etc., and the cut-off śo-gam does not touch the body or anything related to the body, and one crosses the land of the śo-gam from the sky, even if there are already five śo-gam ma-sha-kas, etc., it is a grave offense. If someone sits in the sky and crosses, then it should be understood that that person has no downfall. Therefore, because land is mentioned, whatever exists that is not related to the land of the śo-gam, it should be understood that that person has no downfall. If one crosses the measurement of the śo-gam with the body or something related to the body or by riding, will there be no downfall? There will be no fault, because the land is the basis through transmission.

It is because of the relationship. If any livestock goes to the place of the tax barrier and crosses by changing the road, then there is no doubt that it has temporarily crossed that place. If it returns and goes from another road, how should it be understood? It should be understood according to the customs of the world. If after arriving at a place, it returns and still needs to pay taxes, then the returned item has been crossed. If it needs to be sent, then at this time it should be known that it has not been crossed. The place of the tax barrier is to distinguish different places, in order to show that there is no downfall in crossing from other places. For example, if the law of a certain place stipulates that a tax barrier should be levied, it is as if it is not if it crosses the land of a village belonging to that place. If, from the place of distinction, the item subject to the tax barrier is brought into the road, it will become a serious violation, and this is also said to refer to the act of bringing it into the road. There is no fault in not doing what should be done. Here, the distinction is made according to worldly customs, so the Vinaya does not state the definition of the tax barrier. In the world, it is customary to stipulate that only goods should be subject to the tax barrier. In this way, for goods, two percent is the tax barrier, and for grass and trees, etc., it is one sixtieth. Goods are things that are sold for the sake of gaining profit. Therefore, something that is not sold is not subject to the tax barrier. Therefore, it should be known that the necessities of life for practitioners should not be subject to the tax barrier. If the necessities of life for practitioners should also be subject to the tax barrier, then it will not only become an act of bringing it into the road. Here, the scripture says that from the place of distinction, the item subject to the tax barrier should also not be brought into the road, because it is forbidden. Here, in the scripture, from the basis of medicine, the householder Sheep Born offered, "Venerable One, for the sake of the sick provisions later, please accept one gold coin." The Venerable One instructed, "It can be accepted," which is also contradictory. Therefore, here, if the tax barrier must be levied, then it is impossible for it to enter the road, so why did the Venerable One instruct to accept the sick provisions?
