It is feared that it will be suspected to be that. Therefore, it is said to eliminate that. Here, it is also said that stealing with cotton is a grave offense, but there is no downfall for bandages. Even so, if the mind of stealing arises, then the downfall is inevitable as things are. From "mere action," the scripture here comes from the Vinaya: A bhikkhu said to a bhikkhu, "Venerable, come here! Taking without being given from small to small will not lead to downfall." And so on. The Blessed One taught, "Only the action should be valued. If the thing is complete, it will eventually lead to downfall. If it is incomplete, it will lead to a grave offense." This is the source of the scripture. "For oneself" means for oneself. For others, it is a minor downfall. The scripture here comes from the Questioning Sutra: Venerable, if a bhikkhu steals for others without being asked, what will happen? He taught, "It will lead to a grave offense." This is the source of the scripture. "If stealing" means that there are many kinds of stealing, and the place will be explained below. "By the power of the value of its place and time" means that the place of stealing and the time of stealing, by the power of that value, the downfall is established, which is the summary. The scripture here comes from the Vinaya: A bhikkhu said to a bhikkhu, "Venerable, come here! Let's go steal and take away those incomplete things." In the place where they took it, the things were complete, and they both felt remorse. The Blessed One taught, "The value of the place from which it was taken should be calculated." And so on, up to what was said in the middle. Stealing the relics of the Victorious One with faith. "Not that" means that if he does not steal the relics of the Buddha because of faith, then it should be destroyed at that time. It is said that if that thing is the relic of the Buddha, and if it is stolen for offering, then it will not eventually lead to downfall. If it is stolen for livelihood, then it will eventually lead to downfall. This is the source of the scripture. The scripture here comes from the Questioning Sutra: Venerable, if a bhikkhu steals the relics of the Teacher with the mind of stealing, what will happen?

If stealing occurs due to thoughts about livelihood, and if the object is of sufficient quantity, then it results in defeat. If the object is not of sufficient quantity, then it results in a grave offense. If one thinks, 'Even if he doesn't have it, it's okay; even if I don't have it, it's okay,' and steals for the sake of making it known, then the theft results in a grave offense. If one thinks, 'This is my teacher, so I should make offerings,' and steals for the purpose of making offerings, then it results in a minor offense. This is what is stated in the scriptures. Therefore, it is by gathering these limbs that one must confess; otherwise, it is not possible. Now, if asked: 'What happens if a monk with doubt steals, thinking both 'I will steal' and 'I will not steal'?' The reply is: 'It results in a grave offense.' What is the meaning of this statement? The meaning should be interpreted as follows: In reality, the path of action itself, as well as the preparation for the path of action, are also called stealing. Therefore, the phrase 'if he steals' refers to the preparation for the path of action. This is how it should be interpreted. In the Root Division Explanation, it is also said: 'The act of 'stealing' refers to the preparation. The act of 'taking' refers to the actual taking.' And so on. Therefore, the act of 'stealing' also exists in the preparation. This is a detailed explanation from the scriptures. Therefore, one cannot compensate with other limbs. Third Chapter. For stealing, the intention to steal is the most important. Therefore, if that is absent, there is no offense. If the other limbs are incomplete, the offense becomes minor. In dreams and so on, there is no offense. Here, for stealing, the very mind of stealing is the most important limb. Therefore, merely lacking one limb does not result in a downfall, because here, the mind of stealing is what causes the downfall. Therefore, whether it is the preparation or the actual act, or both, whoever has the mind of stealing will fall into downfall; otherwise, they will not. If it is done in this way, if only the preparation has the mind of stealing, then at that time, only the downfall of the preparation will occur, not the downfall of the actual act. If only the actual act has the mind of stealing, then at that time, only the downfall of the actual act will occur, and there will be no downfall of the preparation. If both have the mind of stealing, then there will be the downfall belonging to both. Here, the scripture
