If one starts a fire, if it is certain that there are no living beings, then there is no transgression. Even if one has the thought of merely intending to harm living beings, if the object of harm is a human settlement, then whether the people die or not, it constitutes a grave offense. If it is a place where domestic animals live, then it constitutes a minor offense. If one is certain in one's mind that this will cause harm, but does not abandon it due to a lack of compassion, then for that very reason, it constitutes a grave offense. Other situations where there is no intention to kill should also be understood in the same way. For example, if a pregnant woman is massaged to relieve her hunger with the intention of killing the fetus, and if the fetus does not die, it constitutes a grave offense. Here, also, because it is certain that this will harm the mother, and one does not abandon this thought, it is for that very reason that it constitutes a grave offense, not because of death. Cutting off hands, cutting off noses, offering stolen goods from robbers, selling hairy people, picking unripe rice, and so on, it should also be known that because a harsh mind is certainly present, it constitutes a grave offense. If one starts to kill with premeditation, if one is certain in one's mind, 'Let everything here be destroyed!' If they die as a result, then the degree of transgression will be the same as the type and number of living beings. If one specifically says, 'Let only the deer die!' then at that time, one will only transgress because of the deer, and not because of other beings. However, if he knows that there are also people and domestic animals here, then because he has not abandoned the intention to harm, if people die, it constitutes a grave offense. If other beings die, it constitutes a minor offense, and so on. The summary here is this: A bhikshu who starts an action with the intention of merely harming a person commits a grave offense. For a shramanera, it is done with the mind. In this way, setting forest fires and so on are undoubtedly related to this. 舍堕篇第一完。 比丘若以盗心,于人之物作人想,他人之财,不予而价值完整,为人所拥有,非坟墓所有,非人王之布施,仅以意念,以一行为,为己而盗,则应依其盗处及时值之权势而治罪。若以信心盗取佛之舍利,则不在此列。 比丘若以盗心,对人之物生起人想,盗取他人未经施予、价值完整之物,且此物为人所拥有,非坟墓之物,亦非人王所施舍之物,仅以意念,并以单一行为,为自己偷盗,则应依偷盗之处所及当时价值之权势而加以惩处。 若盗取佛陀舍利,若不具信心,则为盗取。若以信心而盗取,则不应惩罚盗取佛陀舍利的行为,因其为轻罪,应忏悔。 此处说“以盗心”者,意在表明若发心清净,则无堕罪。此处经文说,若认为是自己的,或以专注之心取之,或向他人索取而取之,则无堕罪。所谓“于人之物作人想”,是指对人所拥有的物品生起人想。此处经文说:“例如,比丘心想,女人或人妖所拥有的重物,等等,即是作如是想。”所谓“人”,是指人类,若为其他众生所拥有,则价值较低。此为何故?若心想此物可偷,若非人之物,则犯重罪。同样,应计算牲畜饮水之价值是否完整。若物品完整,则犯重罪。此乃显而易见。牲畜可代表天等,如经中所言,人们的寺庙和佛塔之处的房屋里有装饰品。

The first chapter on expiation is complete. If a Bhikshu, with the intention of stealing, thinks of an object as belonging to a person, another's property, not given and of complete value, owned by someone, not belonging to a cemetery, not a gift from a king, with only the intention, with a single action, steals for himself, then he should be punished according to the place of the theft and the power of the value at the time. If one steals the relics of the Buddha with faith, it is not included here. If a Bhikshu, with the intention of stealing, has the thought of a human object as a human object, steals a human object that is not given, of complete value, owned by a person, not belonging to a cemetery, not the nature of a king's alms, with only the thought, with a single action, steals for himself, then he should be punished according to the place of stealing and the power of the value at the time. If stealing the relics of the Buddha, if one does not have faith, then it is stealing. If one steals with faith, then the act of stealing the relics of the Buddha should not be punished, because it is a minor offense and should be confessed. Here, saying "with the intention of stealing" is to show that if the intention is pure, then there is no downfall. Here, the scripture says that if one thinks it is one's own, or takes it with a focused mind, or asks for it from others and takes it, then there is no downfall. The so-called "thinking of an object as a human object" means having the thought of an object owned by a person. Here, the scripture says: "For example, a Bhikshu thinks that heavy objects owned by women or hermaphrodites, etc., are thought of in this way." The so-called "human" refers to human beings, and if it is owned by other beings, then the value is lower. Why is this? If one thinks that this object can be stolen, and if it is not a human object, then one commits a serious offense. Similarly, the value of livestock drinking water should be calculated to see if it is complete. If the object is complete, then one commits a serious offense. This is obvious. Livestock can represent gods, etc., as stated in the scriptures, there are decorations in the houses of people's temples and stupas.
