Transgression. The expiatory offense of requesting, that is, the sutra that appears in the Vinaya-vibhanga, that is, the six fallen offenses of expiation have passed. Next, I will explain the remaining fallen offenses of expiation. If all dedications have disappeared, then it is appropriate to request. If all the dedications of the thirteen items of a monk have disappeared, and if circumstances such as the theft of clothing have occurred, then it is permissible to request clothing from a layperson who is not a relative. The thirteen items are the three Dharma robes, the lower garment, the undergarment, the dust cloth, the itching cloth, the covering, the large cloth, the lining of the medicine bag, the body wiping cloth, the razor, the bathing cloth, and the hem of the sweat cloth. Among the fourteen items, the itching cloth and the covering, and the large cloth are counted as one because they are sometimes needed. This is a fallen offense of expiation. If one has thirteen items and requests clothing from a layperson who is not a relative, then one will commit a fallen offense of expiation. On top of the name, the layperson, the non-relative, the harm, and the four limbs, adding this, if one has five conditions, then one will commit a fallen offense of expiation. The superior clothing of a layperson is twelve cubits, and the medium clothing is seven cubits and two cubits of cloth. If circumstances such as the theft of clothing have occurred and there is no clothing, then it is permissible to request clothing from a layperson who is not a relative, and one may also request according to the size of the superior clothing of a layperson. The size of the superior clothing is: the clothing worn on top, the width is three cubits, the length is twelve cubits; the clothing worn underneath, the width is two cubits, the length is seven cubits. If one requests according to this size, then there is no offense. The superior clothing of a monk, as it has been said, is the order of sewing, it is a silk skirt. If circumstances such as the theft of clothing have occurred and one is allowed to request, even if one requests according to the size of the superior clothing of a monk, there is no offense. The size of the superior clothing of a monk is: if one is making a new great Dharma robe, as it appears in the "Sunlight Sutra," the great Dharma robe is sewn into two layers, the width is three cubits, the length is five cubits; the skirt width is two cubits, the length is five cubits. It is permissible to request these two items, there is no offense. It is permissible to request either of the two. Just like the two Vinayas, whichever divides the sizes of laypersons and monks into two, it is permissible to request according to the size that one likes and has faith in. One should not request more than this size. If one requests clothing from laypersons and monks exceeding this size, exceeding the allowed limit, and obtains it, then one will commit a fallen offense of expiation. If a monk's Dharma robe is compared to a standard size and found to be smaller, requesting to add to the monk's size, if one begs and receives in this way, it becomes an offense of expiation. If the Dharma robe and lower garment are insufficient, saying, "Add two and a half cubits to the Dharma robe and three rounds to the lower garment," is without offense. If one obtains something good, give the remainder. If one gives more than the requested size of the robe, whatever exceeds the size should be cut off and returned. If one takes it without returning it, it is an offense of expiation. If one begs for what should not be begged for, it is an offense of wrong-doing. Begging for ghee and so on without examination, begging from an inappropriate person, is an offense of wrong-doing. Having thirteen requisites and still begging for more is an offense of wrong-doing. If one obtains it, it is fundamental. If one begs as in the Root Vinaya and obtains it, obtaining ghee and so on without examination is a grave offense of wrong-doing. Having it and still begging for more, and begging beyond the size, is an offense of transgression. It is the same even if one does not give. Begging according to the size of the robe, but giving more than the size, one should cut off the excess and, if one does not give according to the principle of giving, it is an offense of expiation. The principle of begging is to be abandoned. This is the remaining expiation, from the Sutra that comes from the Vinaya-vibhaṅga. Explanation of expiation concerning value: Having examined, if any non-relative male or female householder decides to give the value of a robe to a monk after consideration. Without informing, saying that the value of giving a robe has been accumulated for the monk without informing. Having learned that, whichever other person hears that the value of a robe has been accumulated for me. Or it is the same as without examination. Going to that householder and saying, "The accumulated value of the robe is good, please give it to me," begging in this way is the same as begging from a non-relative householder without the cause of a robe, and it will be an offense of transgression. On top of these three limbs, adding the four limbs of begging, possessing seven limbs will be an offense of transgression. Other situations are the same. Like the Root Vinaya, if any non-relative male or female householder has designated it, if I neither know nor have heard of it, if one begs and then hears of it, it will be an offense of transgression. This is the expiation of begging after examination. This is the offense of expiation concerning value, from the Sutra that comes from the Vinaya-vibhaṅga. Individual expiations.
