于此善说。于彼后来者亦然。先前僧团已作羯磨而住,若有比丘从他处后来者,亦应如先前所作而守护。为知有无故,应问之。如经部师所说,为使从他处来之比丘能正直行事,无论来至何处,皆应问“有何羯磨?”。我若离群而往,于他处过夜,则后来的僧团亦可能明了地作羯磨,故我若再回到寺院,应问“有何羯磨?”。不久之后也应问。来到寺院问“有何羯磨?”是说一来就问。不应懒惰,心想之后再问,不应如此。佛所说与僧团之事业不相违。僧团所作下法中,佛陀对某些比丘之开许是无罪的,如在贤劫时,入夏安居时,在佛陀处,阿难陀为求布萨的比丘,除了一个比丘外,不许离去而作下法,名为邬波斯那的森林比丘,不知僧团已作下法,来到佛陀处作礼,佛陀说:“汝未破下法耶?”因未闻已作下法,故祈请“以何垂念?”而开许无罪,故作此制。若舍弃钵、法衣、网、碗、腰带等剩余之物,为置于僧团中故,应观之。于僧团之共同物中,诸比丘献上钵、法衣、网、碗、腰带等物,说:“我等已有多余,不需要了,请无资具且贫困之比丘随意取用。”僧团有权随意取用,即使取用亦无罪。五百释迦族人入于解脱道,多数富裕之亲友各自布施,故变得资具丰多而富裕,对此,佛陀想:“这些释迦族人从一家而出,又入于一家,应想办法减少资具。”于是释迦族比丘将所有剩余资具献给僧团,交给阿难陀,但阿难陀无法胜任,

Previously, when the Sangha has made a karma and is residing, if a bhikkhu comes from elsewhere later, he should also protect it as the previous one did. To know whether it exists or not, ask him. As the Sutra Master said, in order to make the bhikkhu who comes from elsewhere act uprightly, no matter where he comes, he should ask, "What karma is there?" If I leave the group and go to stay overnight in another place, the later Sangha may also clearly make karma, so if I return to the monastery again, I should ask, "What karma is there?" Ask soon after. Coming to the monastery and asking, "What karma is there?" means asking as soon as you arrive. Do not be lazy, thinking of asking later, do not do that. What the Buddha said does not contradict the work of the Sangha. Among the lower laws made by the Sangha, the Buddha's permission to some bhikkhus is innocent, such as in the Bhadrakalpa, when entering the summer retreat, at the Buddha's place, Ananda asked the bhikkhus for the purpose of Uposatha, except for one bhikkhu, he was not allowed to leave and make lower laws. A forest bhikkhu named Uposena did not know that the Sangha had made lower laws, and came to the Buddha to pay homage. The Buddha said, "Have you not broken the lower laws?" Because he had not heard that lower laws had been made, he prayed, "With what compassion do you regard?" and permitted him innocently, so this rule was made. If you give away the remaining things such as the bowl, robe, net, bowl, and belt, you should look at it in order to place it in the Sangha. Among the common things of the Sangha, the bhikkhus offer bowls, robes, nets, bowls, belts, etc., saying, "We have too much, we don't need it, please let the bhikkhus who have no possessions and are poor take it as they please." The Sangha has the right to take it as they please, and even if they take it, it is innocent. Five hundred Shakya people entered the path of liberation, and most of the wealthy relatives gave alms separately, so they became rich in possessions. In this regard, the Buddha thought, "These Shakya people came from one family and entered one family, so we should find a way to reduce the possessions." So the Shakya bhikkhus offered all the remaining possessions to the Sangha and gave them to Ananda, but Ananda could not handle it.
