The request is to request the Sangha, if heard. The latter sutra says that if there is no request, it is explained that the request is made by one Bhikshu in charge of affairs from all the Sanghas in one boundary area, and if permission is granted, then build. If permission is not granted, then there is a fault to the Sangha. If it is not clean, then do not request. If the land for building a house has not been investigated and is not spacious, then the Bhikshu who is building the house does not request. If a Bhikshu requests the Sangha to build a house, then the land for the house is inspected by the Sangha.
