安立忏罪,承认罪过的比丘众端坐,于令僧众欢喜安乐而坐之面前,犯戒之比丘未得众人允许,向清净比丘忏悔之时,首先自己所犯四类堕罪,有何罪过皆忏悔,其后僧众有何罪过亦忏悔,彼比丘应如是说。亦可与他人一同忏悔。如后忏悔,则如法与不如法二者,皆如父债子还般平等。如后之行事,则应由一百零一种羯磨中之任何一种来行。若未立誓或虚假,则忏悔不会产生。四类堕罪之共同忏悔,即无论忏悔何种罪过,皆应说出罪名与实物,以此罪过而忏悔。若不记得所犯一切罪过,则应说“我已犯错”,不作详细说明,而应说“于他胜罪之支分中,有何罪过及罪行,乃至支分与小节有何过失,皆忏悔”。若有违越,亦应加以考察。五类堕罪中,无论比丘对一位比丘乃至所有僧众犯戒,皆允许指责。如是,亦可如是违越。反转后句,即若僧众指责一人,乃至一位比丘,亦无过错,是允许的。此处数量之差别并未确定。前后二者,于罪过互相指责之比丘,数量上没有限制,若犯戒,即使过了时间也可以。身语意三门调伏,通晓三藏且不颠倒,以佛法调伏,以及以彼等之颠倒于僧众中思维,若具足此三者,则应尊敬指责者。若一位比丘于五类堕罪中自首,则应说“请开许机会”,若对方开许机会,则应由具足以上所说名称之比丘指责,则其言语应被重视。若戒律颠倒,或于外颠倒而说,则应结束。观察他胜罪之发生与邪法,认为非是真正之佛法,而喜好偷盗等恶劣世间法与偏袒等,说此二者应于五类堕罪中开许机会。

When confessing transgressions, the assembly of monks who have admitted their offenses should sit upright. In the presence of the monks who are pleased and at ease, when a monk among those who have transgressed confesses to the pure monks without having received permission from all, he should first confess whatever of the four classes of offenses he has committed. Then, that monk should speak to confess whatever offenses the general assembly of monks has committed. He may also confess together with others. If confessing in the latter manner, both what is in accordance with the Dharma and what is not are equally shared, like a father's debt being repaid by his son. Actions performed in the latter manner should be done with whichever of the one hundred and one karmas is appropriate. If there is no vow or it is false, confession will not arise. The general confession of the four classes of offenses, that is, when confessing any offense, one should confess by stating the name and object of the offense, confessing with this offense. If one does not remember all the offenses committed, one should say, "I have erred," without elaborating, and should say, "Whatever offenses and transgressions there are in the branches of defeat, and whatever faults there are in the branches and sub-branches, I confess." If there is a violation, it should also be investigated. Among the five classes of offenses, if a monk has offended one monk or even all the Sangha, it is permissible to accuse him. Likewise, such violations are also permissible. Reversing the latter statement, if the Sangha accuses one person, or even one monk, there is no fault, it is permissible. Here, the distinction of number is not fixed. In both the former and latter cases, there is no limit to the number of monks who accuse each other of offenses; if there is an offense, it is permissible even if time has passed. If one is disciplined in body and speech, knows the Tripitaka and does not teach it perversely, is disciplined by the Dharma, and contemplates the reversal of these in the midst of the Sangha, if one possesses these three, then respect should be shown to the accuser. If a monk confesses to the five classes of offenses, one should say, "Please grant an opportunity to distinguish." If the other party grants an opportunity, then the words of the monk who accuses, possessing the names mentioned above, should be valued. If the discipline is perverse, or if one speaks perversely outwardly, it should be ended. Observing the occurrence of defeat and false Dharma, considering it not to be the true Dharma, and delighting in evil worldly dharmas such as theft and partiality, saying that these two should be granted an opportunity to distinguish among the five classes of offenses.

Like a stepmother, if one knows the words of the Tripiṭaka but does not belittle the meaning, is endowed with morality in body and speech, and does not show things upside down, even if he refutes a heresy, that Bhikṣu's words are not respected. Because the thought is reasonable, one should circumambulate him. Like a stepmother, if one knows the words of the Tripiṭaka but does not understand the meaning, and like a stepmother is endowed with the precepts of body and speech and does not show things upside down, if such a person comes to debate, do not distinguish the occasion. Do not expel him, but answer with other words, and leave it without giving a response. Abiding and constant, the body and speech are not reversed outwardly, and one should rely on those who possess the Tripiṭaka. Non-abiding. The debater is not born from Abiding is pure, separated, and the arising of discrimination and realization. What is called non-abiding refers to the constant four things such as time, place, behavior, and diligence, and the Sangha secretly asks once or twice, and if the Bhikṣu who is endowed with qualities refutes the other's words, if the place and time, etc., are not consistent, even if the one endowed with qualities refutes the other, his words are not respected. If one refutes out of hatred, then even if one possesses all the qualities of a stepmother, one is not allowed to debate. The vowed debate is over. Like a stepmother, if a Bhikṣu who is endowed with qualities admits to a fault, then admitting the object of the fault will become pure. Seeing the truth and being most excellent with qualities, if others speak, it should be examined, even if it is a householder. One Bhikṣu can be refuted by one householder, or one or two Bhikṣus, and the householder is one who has attained the fruit of entering the stream or once returning. The Bhikṣu is an ordinary person.
