Explaining each of the five fives separately, thereby resolving disputes and pacifying the initial characteristic that is determined as one. For the four types of disputes, subdue them with the seven types of taming, and for those who say "return from the initial meaning," for those accustomed to being tamed by Abhidharma, offer what is called "Abhidharma giving," and for those who have heard many collections of teachings, possess qualities, and expound the Dharma, make them his assistants. Others will be explained later. The second characteristic is this and pure giving. The initial and final abandonment is to tame with the three: Abhidharma, mindfulness, and non-foolishness; regarding peace, it will be explained later. The third characteristic is to expel with external actions, giving through appointment. For those called "having transgressions," explain, tame with the majority and self-nature, details will be explained later. The end is to put into giving. Gathering in activity is to explain to those called "giving," the taming of vowing on a grass mat, and he himself confesses before the Sangha and tames, details will be explained later. If I say I cannot, then make a distinction of virtue. For disputes over the initial meaning, whether the meaning is what it is or is not, let a wise person be the impartial one to make the distinction. Let the Bhikshu do it. Like later, being an impartial person and a divider is not the business of a Shramanera or a householder, let a skilled Bhikshu be the impartial one and make the distinction. This is for those who want Abhidharma. The later Bhikshu acts as the impartial one, for the two disputing Bhikshus, one Bhikshu believes that impartial one, one does not believe, if both believe, then do impartiality and distinction. Those. If both of them believe the impartial one, then act as the impartial one. One or more. The impartial one is, if both of them believe, one or more, even if one person says that word, even if it is as many as twenty people or so, it is okay. The middle one should be happy. If the later impartial one also cannot reconcile the two of them, the Sangha should ask about the trust in a Bhikshu and appoint him as the impartial one, that is also done with the act of solicitation and request. The Sangha should always remember that. The later impartial one, the Sangha asks about the trust in that Bhikshu with the act of solicitation and request, until the fighting is pacified, appoint him as the impartial one. Appoint with both solicitation and request. Appoint from not entering into fighting. Like later, the Bhikshu who is put in as the impartial one, he himself is a quarrelsome person or the other quarre

For those who enjoy arguing and making mistakes, all the sangha members who should not be assigned should also be assigned to the monks who are happy to face them. Start with those who want to represent and learn. As a fair arbitrator, that bhikkhu should abide by the precepts, and because others also worry about shame, they themselves will feel ashamed, and only such people should be assigned, and the details will be explained below. Also learn the Vinaya Pitaka that is not swallowed by demons, be proficient in Buddhism, and practice the past. If he has the above-mentioned conditions, the Sangha can appoint him as the arbitrator and mediator of the disputing bhikkhu, which is irrevocable. For those who act improperly as arbitrators because of property and relatives, and dare not correct mistakes, they should not be assigned. Should be assigned to those who are firm and unswerving, like Vajra. Should be assigned to those who are firm and whose behavior is not chaotic. Should be assigned to those who are firm and who, even when their hearts are agitated during disputes, can eliminate anger, are not afraid of resentment, and dare to correct mistakes. Should be assigned to those who do not participate in fighting. From the sutras such as "Do not participate in fighting", the Sangha can appoint him as an arbitrator if he has the above-mentioned conditions. Should be assigned to a fair person. Should be assigned to those who do not have the three afflictions of greed, hatred, and ignorance. Should be assigned to those who can assign. Should be assigned to those who can understand the words of both parties through words. Should be assigned to those who can refute the other party. Should be assigned to those who can refute the fighting bhikkhus. Should be assigned to smart people. Should be assigned to those who can say all the words without thinking when mediating disputes. If he cannot quell the dispute, he should hand it over to the Sangha. If the bhikkhu who is assigned as an arbitrator as mentioned above cannot quell the dispute, he should go to the Sangha and report: 'Please listen to the Sangha, I have failed to resolve this matter, please handle it by the Sangha.' This matter should be handed over to the Sangha. If the Sangha cannot resolve it, others should be assigned. As mentioned above, hand it over to the Sangha again, and within one or two years, the Sangha should quell the dispute through the method of subduing, and if it still cannot be resolved, the arbitrator should be assigned again, and the details will be explained below. The number of Sangha members must not be less than the prescribed number. If the Sangha cannot subdue, then the bhikkhu mentioned above should also be selected from among the monks who have merits and great abilities, at least four or more, and assigned as arbitrators. If you are assigned and cannot do the job, you should hand it over to someone who is capable. Even the above four bhikkhus cannot subdue
