If a bhikkhu who has been sentenced for the seven defeats dwells in a place of expulsion, the occasions and places for sentencing and what should or should not be done should be done as in the Root Vinaya. Regarding the offerings made to the Sangha, if the sentence of prior expulsion has not occurred, then from the offerings made in general, the share needed below the expulsion is permissible to take at will, without fault, and the Sangha may give it. But explanation is not allowed. At the time of individual liberation, even if a pure bhikkhu does not know the words, a bhikkhu who has been sentenced for the seven defeats should not recite it, as in the above Vinaya. These are expelled by those who are expelled. A bhikkhu who has been sentenced for the seven defeats should not dwell together with a pure bhikkhu, nor should they converse or share food. It is not appropriate because it is for the sake of gain. A bhikkhu who has been sentenced for the seven defeats should not be given a share of the offerings made to the Sangha in general until the sign is abandoned; the offerings before the expulsion are permissible at will. Just as in the Vibhaga. Just as bhikkhus who have become two groups, good and non-good, do not converse or share food with each other, so too, those who have been sentenced for the seven defeats should not share food, etc., and should be regarded as non-good. Likewise, for the Vibhajyavādins, this is a refuge that is not Dharma. When bhikkhus have become two kinds, good and non-good, if one bhikkhu dwells in the group of good in body, but the mind is inclined towards the group of non-good, if the Sangha knows, the Sangha should rebuke and expel him; if the Sangha is not complete, then until the Sangha is complete, the occasions for sentencing and what should or should not be done should be done as above. Not arising means not abiding in nature, i.e., sentencing and rebuke should be done, and the precepts should be practiced. The Sangha, with the sentencing and rebuke of residual offenses, and the giving of disciples in one lifetime, cannot be counted as having sentenced and rebuked two or three pure bhikkhus. It is also the same for any Sangha. As in the above Vinaya, even if a bhikkhu who has been sentenced by sentencing performs sentencing and rebuke on an incomplete pure Sangha, it is not considered pure. It is also the same if he is sentenced from entering that place. If twenty bhikkhus are seated in one boundary, and the number is divided, and it is separately designated, saying, "This should be done, this should not be done," and then sentencing is done, it is not considered that sentencing has been done.

It is not successful. A monk who does not abandon transgressions, called "Slow," says, "This (monk) should be punished among the minority of the Sangha for things that should not be done," in the place where the initial transgression occurred, while the Sangha is qualified. Then, going and doing the punishment is not to be done and is a misdeed. One should diligently guard the elders and the Pratimoksha vows. If the Sangha of a monk who has transgressed does not possess merits in the place where the initial transgression occurred, and there is no teaching of elders and the Pratimoksha vows, then there is no fault in punishing the Sangha of another monastery. Wherever it is, whatever belongs to all three, etc., should be used there. One should not punish the Sangha with punishment and joy, and with the granting of lifelong training. If the transgressor himself becomes a member of the Sangha and punishes, then the punishment done is not successful. Do not let dawn break in a place other than the initial one. When carrying out punishment, unless there is an obstacle and one leaves after consecrating with mantras, one should not stay overnight outside the boundary until the number of days of punishment has passed. What has passed is said to be the Sangha's cycle. When carrying out punishment and joy, in the evening when the Sangha gathers, one should report and say, "So many of my days have passed before, and so many remain later." The daily affairs are like this, and one should not overuse them. When carrying out punishment and joy, if the number of days is small, one should report every day as before. If the punishment is interrupted for two or three months, then one should report every three days, and report, "So many days have passed for the Sangha." Here it is three or four days. When carrying out three or four punishments for a transgressor, one should also report every three days, and report, "So many days have passed for the Sangha." If there are novices and laypeople present, one should not report. The person doing this should not avoid it. When carrying out punishment, the pure monk should feel ashamed and blamed. If one hears that someone is coming to fight and is afraid, one should send them to the Sangha or an individual. When a transgressing monk is carrying out punishment, if one suddenly hears that a quarrelsome monk is coming, one should report, "Until the quarrelsome person comes again, I give up my punishment," and then sit in the previous seat. Later, after the quarrelsome person leaves, continue with what has already been completed.
