Furthermore, if someone consistently commits offenses ranging from those below the remaining offenses up to those above the offenses to be confessed, and does not confess, and consistently does not allow disputes to be settled, then that person should be summoned before the Sangha, and a monk should be appointed to question him, rebuking him by saying, "You have committed this offense." Then, according to the offense he has committed, he should be punished accordingly. It is not enough to merely know. For example, if I have committed an offense, and the Sangha commands me, "Come here!" and I am troubled by the offense and unable to come, even if I do not appear openly, I should be punished accordingly. Non-limb means vowing not to cause harm. If the Sangha knows that a monk has committed an offense, and commands him, "You have committed this offense," but he says nothing, remains silent, and does not respect the Sangha, then according to the offense that the Sangha knows, he should be punished accordingly. Not having an opportunity is also the same. Unreasonably, for example, if a monk has committed an offense ranging from those below the remaining offenses up to those above the offenses to be confessed, and then he is summoned into the Sangha, and a monk is appointed to question him, if he is given an opportunity, but he is unable to grasp it, then according to the offense that the Sangha knows, he should be punished accordingly. If the admonisher does not stand up, then admonish and persuade. For example, if the Sangha appoints a monk to question a monk who has committed an offense, then that monk should be without resentment, without hatred, without delusion, and he himself should be a believer, in order to be appointed to question. All punishments from this point onward are judged by seven methods, and for the re-established ritual, they will speak confusing words, speak evil words to the Sangha, create confusion, insult, angrily speak evil words, make vows, etc., thinking in their hearts, "Whoever expels me, I will strike." All universal abandonments from "confusion" to "vowing," whichever of the seven, if these signs are thought of in the heart, and they err again, let them err again. The Sangha's faith, the Sangha's income, and the Sangha's universal offerings, the offerings offered by the patrons, and the origin of the temple itself, annually offering wealth, but the Sangha does not hear of it, thinking in their hearts to let it become non-existent, thinking in their hearts of having no dwelling, hoping that the monk's dwelling and the temple will be destroyed, and the Sangha's, etc.
