It refers to something that exists in areas such as the elbow. If there is someone like this who has already been ordained and received the full monastic vows (bhikṣu ordination), the preceptor (upādhyāya) will not tolerate it, and the monastic community will abandon him. It is permissible for one preceptor to confer the full monastic vows to fewer than three people with one statement, provided it is not just one person. For those who are to receive the full monastic vows, the preceptor speaks the words of request and the conferring of vows, and the three recipients speak and repeat them simultaneously. The vows are not invalidated by this, and it is permissible to confer them in that way. Those who receive the vows at the same time do not need to prostrate to each other. As in the Sūtra-pitaka, if three people receive the vows simultaneously, even if they receive the vows separately, those without seniority do not prostrate to each other. The acquisition of vows is based on the one who received them first. As in the Sūtra-pitaka, when those who received the vows at the same time are seated and receive offerings, it is based on who arrived first and who gave first. The work is done by the one who arrived later. Hair should not be kept longer than two finger-widths away from the monastery. A monk residing in a monastery should not keep his hair longer than two finger-widths, and it should be cut because barbers are scarce. Even that much hair is not allowed in the village. Just like the length of a monk's hair in a monastery, a monk residing in a temple in a village should not keep his hair; it should be cut to less than one and a half inches because it is easy to find a barber. Hair should not be cut with scissors. Hair should be cut with a razor, not with scissors, unless it is around a wound. If there is a wound on the head and it is not convenient to cut it with a razor, it is blameless to cut around the wound with scissors. A topknot should not be left. When cutting hair, a topknot should not be left. Pubic hair should not be shaved. Hair in the armpits and pubic area should not be shaved. It can be shaved for the sake of a wound, but if others cannot heal it, consult knowledgeable elders. If there is a wound in the pubic area or armpit, and it cannot be healed by other methods or medicines, and shaving the hair will heal it, then ask the respective elders and shave it. If it is not for this reason, even the hair on the legs should not be shaved. If it is not shaved because of a wound, even the hair on the legs should not be shaved. Other parts of the body should not be shaved either. The hair on the body is also similar to what is said in the Sūtra-pitaka. Cut nails should be like the edge of a razor or the edge of a knife handle. The method of cutting nails is to cut them in that way. Do not change the color of the nails. Do not dye the color of the nails red or blue.

Translation: Wipe to remove dirt and use. Dirt between the nails should be wiped clean. Do not shave clothes, hair, and facial hair. Even while wearing the Dharma robe, do not shave hair and facial hair. Cover the shaving with a hair cover. It is not allowed to shave closely; shave by covering the body with a hair cover. If not, use a dust cloth. If there is no hair cover, it is not a sin to shave while wearing a dust cloth. Do not lay it down. From the cushion onwards, up to the buttocks, etc., do not shave hair on the laid cushion. In the Sangha, monks should not sweep the ground. Hair should not be shaved anywhere in the place where the Sangha gathers, practices, and works. In corridors, etc., if it is old, sick, windy, hot, or raining, it can be shaved. If something like these situations occurs, it is not a sin to shave in corridors, etc. Work in that direction. If a situation occurs, in the place where hair is shaved in houses and corridors, work such as cleaning, wiping, and mandala should be done. Throw the hair into the hole. The shaved hair should be thrown into the hole. Similarly, cutting nails is also the same. Like the ritual of shaving hair, cutting nails should also be done in the same way. If a Bhikshuni does not protect herself in this way, do not let a man who has not renounced desire shave her hair. If a Bhikshuni is not an Arhat, i.e., has not renounced desire, and a man is to shave her, arrange for a guardian Bhikshuni friend to be present. If the shaver has great desire, it is not allowed even if a guardian is arranged. If desire arises, the guardian should admonish in this way: If the shaver and the Bhikshuni herself arise desire and act like desire, the guardian friend should admonish with the words appearing in the sutra below. Let her remember and manifest. The guardian should admonish the Bhikshuni to remember when shaving her hair. How to remember will be explained in the sutra below. Does this body of pus have essence? The guardian should admonish the shaver, what is there to be greedy about in this impure, impermanent, etc., body without essence, look at it like pus. If the shaver acts like desire, repeat these words in the same way and admonish carefully. Treat her as a mother, sister, and daughter.
