Within the temple and its boundaries. It is not a sin to take precious things and things that belong to precious things, referring to within the outer perimeter of the temple, or outside the fence, within the temple boundaries. If there is a lost property belonging to someone else, no matter who the owner of the property is, in order to return it, one should think of not losing it, and it is not a sin to take it oneself or let others take it. Do not be negligent. As in the sequel to the Sutra, after taking the item, in order to return it to the owner, do not lose it, but keep it carefully. Within seven or eight days, within that range. If the owner of the property does not come to take the property taken for return, or if the source is not found, keep it in your own hands for seven or eight days. If leaving, cover it with grass or leaves. If the place where it was found is suitable for hiding, or if you have to leave after taking it, cover it with soil or ashes, etc., hide it so that others cannot find it and leave. If someone comes to claim it, saying "It's mine," do not give it. If the owner of the property says "It's mine" and comes to take the found property, do not show the property, but ask for the characteristics, and if they match, give it, if they do not match, do not give it. If it does not come, put it in the Sangha's treasury. If the owner of the found property does not come after eight days, and the source is not found, do not keep it in your own hands, but put it in the Sangha's treasury. Limit it to a period of six months. As in the sequel to the Sutra, after putting it in the Sangha's treasury, if the owner of the property does not come, put it in the treasury for six months as a limit. If it has passed the limit and has not come, offer it to the Buddha or the Sangha, or use it in the place where the property was found. Even if it has been kept in the Sangha's treasury for six months, if the owner of the property has not come, if it is found near a stupa of the Buddha, it should be regarded as the property of the Buddha. If it is found and taken near the Sangha, it should be regarded as the property of the Sangha. If it is not needed, sell it, and if it is needed, keep it well. If the property offered to the Sangha or the Buddha is not needed, and later the owner of the property comes to take it, in order not to lose it forever, sell it and exchange it for durable items such as copper. If the owner comes after selling it,

If someone says, "For the sake of the merit of Tibet, these hairs that have been offered to the Three Jewels and redeemed, you should generate faith," but thinks that faith cannot be generated, then it should be given again. If interest is demanded because of this, one should say, "Don't you think it is a lot that I have been protecting these things until now?" One should retort in this way. If, as stated in the Root Sutra, after the redeemed property is given again, one wants interest on the property and usage fees, etc., one should say, "I have been protecting these properties, not losing them, and giving them to you. Don't you think this itself is a lot and much?" One should rebuke in this way. If it is pearls, etc., that need to be polished and pierced, then they should be polished and pierced. Touching pearls, etc., that have been polished and pierced is a downfall; touching those that have not been polished and pierced is a misdeed. The same applies to necklaces, bracelets, armlets, rosaries, half-rosaries, and ornaments. Touching gold, silver, and pearl necklaces, bracelets, armlets, rosaries, and belts, etc., that can be worn and used is a downfall; touching those that are broken and cannot be used is a misdeed. If musical instruments are given, such as flutes, vinas, vallaris, mahatis, and mukhoshas, all of which have strings. Touching the above-mentioned usable musical instruments, that is, vinas, etc., that have strings, is a downfall. If the strings and instruments are separated, it is a misdeed. There are also shawms, conch shells, and trumpets, drums and large drums, that is, boats, vidhris and beri drums, patahas and small drums struck with both hands, and muravas, etc. Touching drums, etc., made of earth and by hand is also a downfall. The same applies to bows and arrows; touching bows and arrows with strings is also a downfall. Similarly, swords, axes, single-edged knives, spears, hand spears, and edas, etc., touching the above-mentioned usable items is also a downfall; if they are unusable, it is a misdeed. Arrows, iron arrows, and poisoned arrows with shafts, etc., touching the above-mentioned usable arrows, and with arrowheads, is also a downfall. The same applies to statues containing relics; touching statues with relics inside is also a downfall. The situation where there is no fault is when there is another concept of the teacher there. If a statue with relics does not have a householder or renunciate, it should be considered the teacher and offerings should be made.
