If the Sangha exhorts, saying: 'Speak of gross offenses in the village,' except for speaking of oneself, if I speak of gross offenses to others, it is a downfall. If one seeks the path from the Sangha. To the Sangha of five, with a motion and a formal act, to exhort in the village is without fault. If one speaks without exhorting in this way, it is a downfall. Speaking of giving suffering. It is the downfall of speaking of faults. If one wants to build a monastery of the seven Vinayas, or the Buddha's perfumed chamber, or a Chaitya, whoever builds and works, that monk should be allowed to cut wood, and to instruct in the use of the axe, and to have wood cut.
