"Establishment" refers to when a bhikshu commits an offense and it is established. "Prohibition" refers to things like father-stealing and alcohol, which are prohibited even if one's life is at stake. "Permission" refers to things like being allowed to carry face cloths, and there is no offense even if one does not carry them. And one should know the order of transgressions and offenses, and know the weight of each of them. "Manifest knowledge" means clearly knowing these four, and one should also know how to recite from "four limbs" to "face." If one understands the meaning, is able to explain it to others, and is thus endowed, then one is fit to be a resident abbot, that is, one entity of five qualities. If an elder does not possess these qualities, then a younger person should be appointed as the resident abbot. Even if one has been fully ordained for ten years, it is acceptable. If one does not possess the five qualities, even if one has been ordained for ten years, if the owner possesses the five virtues, and there is no elder, then a younger person should be appointed as the resident abbot. Except for prostrations, like the back of a sutra, after an elder appoints a younger person as the resident abbot, one should prostrate with the five limbs touching the ground, and otherwise, one should make offerings with joined palms. Others who are appointed as resident abbots should act according to the rules of learning. Having practiced and being without a residence for five years, if one possesses the final summary, then one may practice wandering. Having been fully ordained for five years, possessing the five qualities, and possessing the final of the twenty-one summaries, if one becomes someone who cannot go to other places, then even if one wanders without a residence, there is no fault. Wherever one goes and resides, if there is someone there who possesses the five qualities, then that is a residence dharma. The other three are not knowledge either. If one does not possess the five qualities and is not yet ten years old, even if one knows the past and future five lives, and the three exhaustions of outflows, one cannot allow those without a residence, the preceptor, and other residences. It belongs to the residence. This is the standard of a resident abbot and the ritual of a residence. One should ask the one who comes to be ordained, "Are you not a eunuch?" If some come for ordination, the preceptor who ordains them should ask, "Are you not a eunuch?" If one is a eunuch, then one cannot be ordained; if not, then one can be ordained. The standard of what a eunuch is will be explained below. Those who have taken full ordination should also do this. When one is fully ordained from a novice, the sangha should also ask, "Are you not a eunuch?" and so on, about the obstacles. The questioning is secret, and appointing an instructor to ask is considered as if the entire sangha has asked. Except for the Shakya clan who are displeased and the fire-offering practitioners with disheveled hair, one should not give ordination or full ordination to eunuchs.
