Because those three will become offenses of defeat. The two kinds of immediate offenses, creating division in the Sangha, and drawing blood from the Tathagata with evil intentions, those who slander will commit misdeeds, because these two offenses are gross offenses. Thus it is said: Slander of offenses of defeat and offenses of remainder, in order, will become offenses of remainder and offenses of downfall. Because those are offenses, they are blame, gross offenses, offenses of downfall, and separate confession, and slander with misdeeds, because it is only blame, it will become a misdeed. Entering with doubt about everything is intentional, meaning: like a person who enters with doubt about everything, is this a mother, or not a human, is this my mother, or not my mother. Is this my father, or not my father. Is this an Arhat, or not an Arhat. Is this that, or not that, etc., that person who enters with doubt about everything is intentional. Because that person who enters with such doubt, even if he has not clearly distinguished what that object is, but at the time of starting to kill, whatever it is, he thinks that he must kill it, he has the intention of killing. Therefore, entering with doubt is intentional. If it is not like this, he will not start killing. If he hesitates and thinks: is this a human or a non-human, and kills, then he will commit an offense according to what the object to be killed is. If it is a human, it will become an offense of defeat, if it is a non-human, it will become a blame. If he hesitates and thinks: is this my mother, or not my mother, etc., and kills, then the object to be killed is my mother or father or Arhat, then it will also become an offense of defeat and an immediate offense. For what I am attached to, is this that, or not. Is this a woman, or not, if he hesitates and touches with the body or practices impurity, then he will commit an offense according to what the object is. The rest are also the same, combine accordingly according to the situation. For the combination, thought is a limb.

The so-called "knowing" means: In terms of preparatory action, recognition is a limb, but the matter itself is not. For example, if one mistakes a livestock for a human and kills it, then in terms of preparatory action, it becomes a serious offense; if one mistakes a human for a livestock and kills it, then in terms of preparatory action, it becomes a minor offense. Similarly, if one mistakes a non-human for a human and kills it, then in terms of preparatory action, it becomes a serious offense; if one mistakes a human for a non-human and kills it, then in terms of preparatory action, it becomes a minor offense. For actions such as taking what is not given, falsely claiming to have attained superior human qualities, and physical contact, one should also make analogies accordingly. The so-called "thinking" means: In terms of the main action, the matter itself is a limb, which indicates that whatever one thinks about a sentient being or object and then takes action, the very nature of the object of thought is the limb itself. This means that because it leads to a downfall, whatever one thinks about and then takes action, the object of action itself is the limb. If the matter itself is like this, then at that time it will become the main action; if it is not like this, then it will not become the main action. For example, suppose there are two people together, and one thinks of killing one of them, but ends up killing the other; one thinks of killing an Arhat, but ends up killing a non-Arhat; one thinks of not killing one's mother, but ends up killing a non-mother; one thinks of killing one's father, but ends up killing a non-father; one thinks of killing a human, but ends up killing a non-human; one thinks of killing a non-human, but ends up killing a human, and so on. These are all just downfalls of preparatory action and will not become the main action. Similarly, if one thinks of killing a livestock, but ends up killing a human, this is also a minor offense. If one thinks of cutting down trees and other inanimate objects, but ends up killing one's mother, etc., this is also a minor offense called preparatory action. If one cuts down dead wood, etc., it does not constitute any offense, but if one thinks of cutting down dead wood, etc., but ends up killing one's mother, etc., then this will not become either preparatory action or the main action. Therefore, in the case of the main action, whatever one thinks about and then takes action, that thing itself is the limb. This is to explain its other differences. Regarding sexual misconduct and emission of semen, the sutra says "not exhausted," which means that for sexual misconduct and emission of semen, only thinking is the limb, and not other things that are not thinking.
