Extensive Explanation of the Vinaya Sutra Extensive Explanation of the Vinaya Sutra Volume Thirty-Six: It should be stated that the manner of other parajikas. The saying, "It is also the case in the place of the royal palace," is connected to the word "connection." If a bhikshu at night is physically connected to the place of the royal palace, and even if he does not become conscious there, then at that time this serious offense will occur. Here, the rule is that if a bhikshu, before dawn, knowing that it is not dawn, crosses the bolt of the gate of the royal palace, he commits an offense. The saying, "City and misdeed," is that being connected to the place of the city will result in a misdeed arising from the connection. If one asks, "Does this misdeed occur without distinction merely by being connected to the city?" Therefore, it is said, "If that is its meaning." It is said that connecting the two, that is, entering the entourage of the queen and the royal palace, if for the sake of connecting with one of them, one becomes connected with those cities, then at that time a misdeed will occur. This is shown by saying: If for the sake of entering the entourage of the queen, or for the sake of entering the royal palace, one enters the gate of the city, then at that time two misdeeds are committed. If one enters for another necessity, then at that time there is no offense. Similarly, entering a house other than the royal palace before dawn also constitutes a misdeed. Here, the rule is that a monk, for example, if a bhikshu, in houses other than the royal palace, before dawn when the sky has not yet dawned, crosses the door up to the end of the secluded boundary, what offense will he commit? He commits a misdeed. "Secluded" means not customary and not shared with others. "Boundary" means near the royal palace; the boundary of seclusion refers to the door of the queen's entourage. In order to show that an offense of going at the wrong time can also arise in this case, it is said, "Here, the other serious offense is also the case." In places such as the royal palace, before the first light of dawn appears, a bhikshu

Entering without mentioning other circumstances, this also has the fault of the other side, that is, there is also the downfall of going at the wrong time. This is a concluding statement. If the entourage of a nun and the palace of a king, these two former ones are related to the city, and for whatever purpose one goes there, is there also the fault of the other side? Therefore, if it is not because of the king, the nun, the young man, the minister, obstacles, and taming, it is said. Here, the basis is that if the king's summons, the nun, the young man, and the minister, and any of the eight obstacles are near, there is no fault. The basis for going by the power of taming is that here too, permission is given from the end of the appearance of the noble Śāriputra. Not being allowed to enter the king's palace means not entering the king's palace casually. Here, the rule is that you should not enter the king's palace casually, but should sit at the door and say: A Śākya monk has come. If they say: Please come in, then you may enter. It has already been said that going to the king's palace at night incurs a downfall. So, in what situation does despising the basis of what is learned become a downfall? Therefore, when reciting the Prātimokṣa Sūtra, if one has experienced it twice and is not mentally confused, saying: I have only now learned that this Dharma exists here, that is the situation. Despising the basis of what is learned means that only when the basis of what is learned exists, one says like this: Venerable ones, I have only now learned that this Dharma is also included in the Sūtra, which is a false assertion. If one falsely asserts out of hatred, then it will become a case of downfall due to disrespect, that is, the downfall that was previously committed. Now, the downfall committed by despising the basis of what is learned must be distinguished in detail. When reciting the Prātimokṣa Sūtra means reciting the Prātimokṣa Sūtra during the Uposatha ceremony.

If one despises the object of the training, it becomes a downfall; if one speaks at other times, it becomes a misdeed. Here, there appear to be three aspects of transgressing the recitation of the Pratimoksha Sutra: despising, abandoning, and despising the object of the training. Among these, despising refers to when, in the context of previously explaining the downfall of despising, while reciting the Pratimoksha Sutra every half-month, one despises the training and says: 'Venerable ones, which monks would feel regret, be discouraged, shrink back, be harmed, and be displeased in their minds? These extremely subtle objects of training, why recite them when reciting the Pratimoksha Sutra every half-month?' If one says this, it is taught that it is a downfall. Abandoning refers to when, in the context of previously explaining the downfall of abandoning the establishment of training, the monks exhort the venerable ones: 'Please train in this training!' To this, one says: 'I will not train in this training based on the words of you foolish, ignorant, unclear, and unskilled ones until I have consulted the monks who hold the Sutras, hold the Vinaya, and hold the Matrikas.' If one says this, it is taught that it is a downfall. Despising the object of the training is taught by this context. 'Having experienced it twice' means that whoever has experienced reciting the Pratimoksha Sutra twice, that is having experienced it twice. For a monk who has experienced it twice and says this, this offense occurs. If one has not experienced it twice, only a misdeed occurs. Here, the text is: 'If the monks know that this venerable one was present at two or three Uposatha ceremonies before, what need is there to mention many times?' 'Not being mentally confused' means that if one speaks in this way due to mental confusion, there is no downfall. Here, the text is: 'For one who is lost, old, and does not know the true situation, there is no downfall.' Therefore, not being mentally confused, even with the intention of just joking, one says: 'I only know today that this person has this Dharma.' And Pratimoksha
