When doing these things, if one has the consciousness of being a Bhikshu, then the Bhikshu's violation of precepts is the same as other Bhikshus. Just like other Bhikshus violate precepts, they will be punished accordingly based on the situation, and it is the same for this Bhikshu. Without, it refers to the lower grade. It means that if at that time, the person violating the precepts does not have the consciousness of being a Bhikshu and has already spoken it out, then that act of violating the precepts belongs to the lower grade. Only the action itself will be punished, but it will not constitute a fundamental offense. This situation occurs when a Bhikshu wants to engage in impure conduct in the form of animals, etc. Here, it is the same for Bhikshus, Bhikshunis, Shikshamanis, ordained females, Shramaneras, and Shramanerikas.
