The forms are four layers of steps, six petals, vase, umbrella, tree of life, thirteen umbrellas, and rain needles, etc., which means that all the forms of the stupa are complete. The Pratyekabuddhas do not have rain needles, which means that among those forms, only rain needles are missing, which is a summary word. That is also said because it is like a rhinoceros horn, just like the image of an Arhat walking in a group. Here the scripture says that the Pratyekabuddhas do not have rain needles. The Shravakas increase one umbrella on top of that with the number of fruits, which means the stupa of the Shravakas, with the number of fruits such as the Stream-enterer, increases one umbrella on top of that stupa without rain needles, meaning that however many fruits are obtained, that many umbrellas are added. Here the scripture is: Arhats have five umbrellas. Non-returners have four umbrellas. Once-returners have three umbrellas. Stream-enterers have two umbrellas. In which direction should the stupa of the Shravakas be built? Therefore, it is said that in the land in the direction of the Tathagata, in whichever direction those people live, it should be built in that direction, referring to the stupa of the Tathagata.

For example, a pair of superiors resided in front of the Bhagavan, their stupas should be built in front of the Tathagata's stupa, and so on. Here, saying "do not do it in order of age" means that in this location of the stupa, the stupas of the great Shravakas should be built in order of age, first that of the great Kashyapa, and then after him, those of others. Saying "those of ordinary beings are hollow" means that the stupas of ordinary virtuous people should be hollow without a main pillar. Saying "those should be outside the monastery of the Sangha" means those stupas of ordinary virtuous people, because they are ordinary beings. Saying "it is appropriate for the noble ones to hold a stupa festival" means that it is appropriate for the noble ones to hold a stupa festival. Saying "what is offered to the Shravaka's stupa is the property of those who practice Brahmacharya" means that the cloth, woolen fabric, and other items offered to it should be distributed by the monks. Here the scripture is: "For the items of those who practice Brahmacharya, the monks who practice Brahmacharya have authority." Saying "pearls should be according to the teaching" means that the pearls offered to the Shravaka's stupa should be done according to the previous teaching, pearls should be offered to the Buddha and placed at the door of the perfume chamber. Saying "conch shells should be offered to the Buddha," here the scripture is: "Which conch shells, those should be offered to the Buddha images that appear in the shadow of the Jambudvipa tree, and so on."
