"That which is called 'to be circumambulated' means to be circumambulated all around. "That which is called 'to erect a gate' means a door. "That which is called 'to set up banners' means in front of the stupa. "That which is called 'these are four kinds' means banners. What are the four? Therefore, it is said: lion banners, makara banners, naga banners, and bull banners. "That which is called 'to make a surrounding wall for the temple' means to surround it with a complete row of temples. "That which is called 'to erect a gate there' means around that temple.
